MHA issues circulars to CS: All police s | AGARTALA, Oct 15 (TIWN): The central government has issued circulars to all chief secretaries of the states to ensure that all police stations to register an FIR for any kind of crime. Then UPA government in 2013 and 2014 issued similar circulars based on the Supreme Court judgment. Then why the same circular was issued again? The probable reason may be Dadri incident and rising communal tensions across the country. The circular which was sent on Wednesday (October 14) told all chief secretaries to take measures for restoring confidence among minorities. The national minority commission in a report to union ministry of home affairs stated that effective investigation of any crime is only possible if police registers an FIR of the victim. In maximum cases, police stations only register a general dairy then registering an FIR. Until unless an FIR is not registered then the accused persons cannot be identified and arrested. This results in increase of crimes. In many cases the accused are exempted from capital punishment.A fear of this kind is noticed among the minority communities, to overcome the fear the circular was issued to chief secretaries. And again stressed that all police stations ensures that FIR are registered.Another serious allegation is that if any crime is committed anywhere in the state but police station declines to register an FIR. The victims are told to register the complain in the police station where the incident have occurred. And this is against law according to supreme court, the victim can register FIR any police station. The FIR then will be transferred to the concerned police station. This is also violated which needed to be stopped. | 15-Oct-2015 |
