RTI: High Court order  violated by government departments to cover up irregularities

AGARTALA, Oct 14 (TIWN):The land mark judgment given on Right to Information (RTI) by high court division bench is being violated by state government departments. Information’s mostly about recruitment policy adopted by departments is not given to the applicants. As a result people are deprived from RTI and do not know whether transparency recruitment policy was maintained. It is observed that where there was doubtful recruitment in that case information are not given.

Chief Justice of High Court of Tripura, Deepak Gupta and Justice S. Talapatra division bench on March 9, 2015 after hearing a case on RTI gave judgment that no information can be  kept pending under the pretext of “ under process”   .

The division bench observed under RTI giving information is must if not given it is violation of law. For this  concerned  authority is responsible and answerable. The court observation was circulated at all departments of the state government. But the departments are not following the observation. The role of state information commission is also doubtful. 

It is mentionable here than 2014 it is alleged that there was irregularities in recruiting 45 foresters. Not only that in 2015 similar thing was repeated in recruiting 120 forest guards.  In both cases recruitment policy was violated at will.

A deprived candidate wanted to know specific information from the forest department about some who got recruited like – education qualification, physical standard, marks secured in interview etc. The department after long time gave only partial information.

Even though the interview process of 45 foresters was completed eight month back and those of 120 forest guards on September 23, 2015. But from the forest department it was informed to the applicant that the interview process is not complete.It is specifically mentioned in RTI that department is bound to give information on recruitment policy, whereas the department is violating the RTI guidelines.
