“LARR must ensure protection for f | AGARTALA, July 15 (TIWN): Chief Minister Manik Sarkar on Wednesday attending the second NITI Aayog meeting at New Delhi chaired by Prime Minister Narendra Modi claimed, “The amendment which was proposed and passed in its place repealing the Land Acquisition Act of 1894 weakens minimal safeguards to farmers. They are stepped backwards towards the framework of the LAA of 1894.†Amidst the boycott called by Congress ruled state, PM Modi chaired the Second Meeting of the Governing Council of NITI Aayog in New Delhi. The Council held consultations on the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act. Tripura CM attending the meeting on Wednesday demanded that Land Aquisition should be based on prior informed consent of affected persons with the least displacement and for a democratically established public purpose. Consultation and approval from Panchayats and Gram Sabhas for public purpose, Rehabilitation and Resettlement, Social Impact Assessment, etc must also be ensured, claimed Sarkar. Tripura seeks Centre’s interventi | AGARTALA, July 15 (TIWN): In view of fast completion of remaining 135.33 km fencing along the international border, Tripura government has recently urged the Ministry of Home Affairs (MoHA) to issue suitable instructions to the concerned agencies entrusted to carry the fencing work such that all remaining works are expedited. Chief Minister Manik Sarkar said, it needs to be emphasised that completion of India-Bangladesh Border (IBB) fence is a crucial part of overall security plan of state Tripura. MoHA have allotted a total of 851.091 km of fencing works to various construction agencies here in Tripura bordering with Bangladesh. As per the report of local BSF, as nodal agency, so far work has been completed only for about 715.754 km. Out of remaining 135.33 km, a large portion of 79.438 km falls on Eastern sector which is considered as highly vulnerable from security point of view. Sarkar said, “It appears that the concerned agency (NPCC) is unable to take up and continue works due to cost escalation for which they have submitted revised estimates to the Ministry of Home Affairs.†The state government has taken up the matter with MoHA for early resolution of the pending issues so that work is completed at the earliest. The Indian side of the Indo-Bangladesh border passes through West Bengal (2216.7 Km), Assam (263 Km), Meghalaya (443 Km), Tripura (856 Km) and Mizoram (318 Km). Reservation issue: SC points out flaws | AGARTALA, July 15 (TIWN): The Supreme Court pointed out 12 flaws in the petition filed by state government appealing against the judgment on reservation issue. Tripura High Court has directed the government to maintain the 50 per cent reservation restriction in promotion of officers and employees. The order follows petitions filed by general category candidates deprived of promotion in 2011. The court clubbed them to conduct hearing and laid down general principles for the state government in reserving posts for promotion. When the case came up for hearing on July 7, the apex court has pointed out the flaws to Tripura government appointed counsel Gopal Singh. The Apex court asked for immediate rectification of the following flaws: 1. Court fee is deficit by 3020 less (1530 paid), more of court fee is required. 2. Rules to be corrected as new notification in Special leave petition (SLP). 3. Advocate need to clarify why copy Writ petition (WP) 124/12 only is filed. Why copies of two other matters i.e. 189/11 and 109/11 (including main matter) are not filed. 4. Add ‘etc’ to the cause title of the both the parties everywhere. 5. Advocate needs to clarify whether impugned order is interim or final, correct accordingly everywhere. Cabinet announces 5 percent DA for gover | AGARTALA, July 14 (TIWN): Tripura government on Tuesday announced an additional five percent dearness allowance for its 209,000 employees and pension holders to appease its employees with central pay scales. Talking to the reporters here at the civil secretariat on Tuesday after the cabinet meeting, Finance Minister Bhanulal Saha said, “Despite heavy financial crisis the state government on Tuesday had released additional five per cent Dearness Allowance (DA) for the employees and the pensioners.†Saha said that the 209,000 employees would get the installment of DA from this July 1, 2015. To provide the DA, the additional annual expenditure from the government exchequer would be Rs.162.5 crores whereas the state government would need Rs. 108.33 crores for 8 months. The employees and pensioners had been demanding from the state government that their dearness allowance (DA) be equal to that of the central government employees. With this new installment of DA, the DA of state government employees and pensioners rose to 74 per cent while the central government employees are getting the allowance at 113 per cent with 39 per cent gapping. | 14-Jul-2015 |
Tripura CM flays NITI Aayog for not kee | AGARTALA, July 14 (TIWN): Keeping in view the discontinuation of special category state provision by the present central government, Chief Minister Manik Sarkar said, “The funding under Normal Central Assistance (NCA), Special Plan Assistance (SPA), Special Central Allocation (SCA) played a key role during the UPA-II regime in providing social and physical infrastructure to the state.†Sarkar said, this should be continued for the special category states under the NER so that they can catch up with other parts of the country. With the dissolution of planning commissions, funds under NCA, SCA and SPA as special category state has been discontinued which would offer unhealthy infrastructure to the NE states. Tripura had received Rs. 10, 635 crores under these categories between 2010-2011 to 2014-15. “It appears that neither the NITI Aayog has kept any provision nor 14th Finance Commission made any recommendation under these heads and also no provision has been made in the Union Budget for 2015-16,†Sarkar claimed. | 14-Jul-2015 |

Accused found dead in jail, family deman | BELONIA, July14 (TIWN): In a bizarre incident, an imprisoned man was found dead inside the jail on Tuesday morning at Belonia jail who was accused of using fake PRTC and caste certificate. The deceased is identified as Upendra Debnath (42) resident of Belonia Rajnagar area. The accused was sent to 14 days of jail custody by Belonia court on July 5, after allegation rose against him for using fake PRTC and Caste Certificate for issuing some documents. Reportedly, after proper medical examination the accused was sent to jail custody with declaration of 100 per cent medical fitness from the doctor. However, jailer Dhananjoy Bhattacharjee said that the deceased was perfectly fine in the morning. After consuming his morning meal in the jail consisting of rice and daal he went to his jail cell and within a few minutes of time all of a sudden he was found dead in his jail cell. Even the other jail inmates imprisoned in the adjacent jail cell are not aware how he died all of a sudden without any medical problem. Nothing can be said until we receive the postmortem report, added jailer. Further, the body of the deceased is sent for postmortem to Belonia hospital and the post mortem will be carried out in presence of Deputy Collector Magistrate (DCM) Dhirendra Koloi.
