Manik Sarkar boosting over highest literacy rate with invisible skills under Skill Development captain S K Panda : Union Skill Development Minister says, 'Make in India will not happen without skill makers'

AGARTALA, Dec 18 (TIWN): Now a days, Tripura Chief Minister is boosting over the highest literacy rate of state Tripura among all the states of India and very recently he claimed that as per September month's report the present literacy rate is 98 %. But it was during North East Summit-2016, when NITI Aayog member Bibek Debroy wanted to suggest Sarkar that without proper skills, Education is not effective, but in return Manik Sarkar said that NITI Aayog is all ‘bogus’.

Moreover presently in the name of Skill Development VC of Tripura Skill Mission, SK Panda is managing to earn money by selecting fake unemployed youths name  i.e beneficiaries from Block Level & Panchayat Level according  to different Block Resource person.Tripura may have literacy rate, but the zero skill level has created massive unemployment which has gone upto 7 lakhs. 

But once again the importance of skill has been realized as lamenting the lack of training infrastructure, Union Minister of Skill Development and Entrepreneurship Pratap Rudy said without a skilled workforce, Make in India will not happen. 

"We have 14 lakh painters but we don't have a single formal training centre for them. Similar is the case with plumbers, carpenters, masons etc. The ecosystem that has developed over the last 68 years needs structural change which we are struggling to do," Rudy said at a Ficci event here.  "It is important for Make in India to happen but it will not happen unless we have the makers," said Rudy harping on the need for creating infrastructure for skilling the workforce.  "A student who doesn't have a formal education for 10 years and speaks good English has a 40 per cent more employability than graduates and post graduates in this country," Minister said.

"Training has to move out from the classrooms. Until there is apprenticeship, unless it is at the industry floor, training will not be complete. That is why we have come up with a scheme to promote apprenticeship," said Rudy, referring to the National Apprenticeship Promotion Scheme (NAPS)."Let us pick those things which are in demand not just nationally but internationally. Make yourself a good driver, plumber or an electrician and it can open many avenues including to foreign shores. That is what people in Kerala have done through nursing. This has changed the whole economy of Kerala," he said.

It’s worthy to mention here that IAS officer S.K.Panda heading all important ‘National Skill Development Mission’ in state. Manik Sarkar quite successfully turned Modi Govt’s noble mission of ‘national skill development’ by appointing useless tainted officers so that Tripura’s unemployment problem spikes further high. As of 31st January 2016 data released by Tripura Govt, total number of unemployed youths remain at 7 lakhs approx.

The Skill development project  however covers many sectors which was begun on May 15th , 2015 by Prime Minister Narendra Modi on the occasion of World Youth Skills Day. But although funds are allocating from the centre, no guideline are followed in Tripura to bring real skill-development, unless it ends with few fund allocations. State Govt. here has no interest to take hurry decision to achieve skilling at scale with speed and standards. That’s why from JAICA to self-help everywhere the state govt. has failed to bring revolution.

Few instructions were suggested as guidelines by the centre for skill development :  (i) Institutional Training, (ii) Infrastructure, (iii) Convergence, (iv) Trainers, (v) Overseas Employment, (vi) Sustainable Livelihoods, (vii) Leveraging Public Infrastructure. But Panda’s efforts to change the economy of Tripura is ending with few 5 minutes seminar and looting central funds, without judging the background of unemployment in state. 

And with all these the state Govt here is enjoying the crowd of unemployed youths in state. 1000 youths on the first day for 56 posts--- is nothing but a shame for Manik Sarkar’s Golden Era.
