Secretariat new recruitment policy : Writ petition filed in High Court

AGARTALA, Oct 5 (TIWN): Writ petition was filed in High Court of Tripura challenging the state government decision of amending the service rule to recruiting “lower division assistants cum typists “ in civil secretariat. The state government decided to constitute a committee under GA & SA department to oversee the recruitment. The writ petition was filed by Subrata Deb, general secretary of Employees Federation of Secretariat on Saturday.

It is mentionable here that earlier there was a different recruitment  policy  for appointing  “lower division assistant cum typist“. Tripura Public Service  Commission  (TPSC) used to do conduct the  recruitment process based on merit list.

Recently, state government by amending the service rule decided to appoint LD cum typist. The GA & SA department constituted a committee to conduct the recruitment process.  The council of  ministers in a meeting on August 4 , 2015 approved the proposal.  Notification in this regard was issued on August 10, 2015.

The decision of the state government was protested across the state. Specially,  among the employees of civil secretariat. They staged series of protests, demanding cancellation of notification. They alleged that the state government was trying for a long time to recruit own party cadres in secretariat.

Eighty percent of the employees are not supporters of ruling CPI(M) party. The secretariat is place where policy matters and other secret things are discussed. According to highly reliable sources, the  government don not think them as reliable.

When recruitment are done through TPSC, it is found seventy percent who gets recruited are from opposition ideology. They like to work with dedication and integrity but does not want to participate in meeting and  rallies of ruling party CPI(M).To have party cadres in the secretariat, the government decided to abolish the existing  recruitment policy, thinks political analyst.
