AGARTALA / NEW DELHI, June 10 (TIWN): As per the latest DoPT (department of personnel and training) report, 21 Tripura IAS officers failed to declare their immovable assets within specified deadline of 31st January,2015. The All-India Service (Conduct) rules, 1968, require officers to disclose these details when they join service and submit an annual property statement—listing properties and shares. Officers who do not submit property returns in time will be “denied vigilance clearance” and will not be considered for promotion and empanelment (put on a short-list) for senior posts in Government of India, said a June 2012 home-ministry circular. Property declarations bring transparency, improves public confidence in the administration and ensures integrity of subordinates, said many officers. Tripura IAS defaulters list topped by scam tainted Principal Secretary Dr GSG Ayyangar, who was allegedly involved in the timers scandal during his deputation to Andhra Pradesh. Timers scandal rocked the Hyderabad municipal administration, also massive irregularities in Singareni Collieries, Anti-Corruption Bureau (ACB) recommended action against Dr Ayyangar. Sources in the Secretariat says that Manik Sarkar’s blue eyed boy Dr. Ayyangar was promised the Chief Secretary’s post once the t term of YP Singh is over in January 2017. 21 Tripura IAS officers have defaulted on their asset statements, according to the department of personnel and training (DoPT), which acts as nodal agency for service matters of IAS officers.

Principal Secretary Dr. Ayyangar who was working as the Joint Secretary in the Department of Sports Govt of India for a period upto August 17, 2015  but returned Tripura early.

It may be mentioned here that during his last stay in the state, newspaper reports about his involvements in different corruptions were doing the round.

During his earlier deputation term on inter-cadre deputation, Dr. Ayyangar, was repatriated to the state over his alleged involved in the timers scandal, which rocked the municipal administration department of Hyderabad. 
The alleged corruption took place while Dr. Ayyangar was working as director, personnel and administration, Singareni Collieries Company Limited. 

Dr. GSG was in the Municipal Corporation of Hyderabad and was reportedly responsible for purchasing the timers used for street lights at an exhobribitant price compared to market rates. 

An IAS officer of 1987 batch Manipur-Tripura cadre, Dr. GSS was one of the most favoured and confidant officer of Chief Minister Sarkar during his earlier stint in the state.

Dr. Ayyangar had moved to Delhi on deputation in 2009 as Joint Secretary (operations), NATGRID after successfully conducting the Assembly elections in the state. 

With as many as 21 defaulter IAS officials list from Tripura indicate the lack of financial transparency of the top officials as they are ignoring mandatory immovable assets declarations to DoPT.
