'Don't keep your hands in pockets before Me' : Tripura CM dictates Bureaucrats

AGARTALA, Aug 28 (TIWN): Tripura Chief Minister Biplab Deb is now after the officials as he felt few officials are keeping their hands in pockets while talking to him.

In a Tughlaqian style, CM also released a notification instructing the officials how to behave before him and other Ministers, which has become a laughing stock again.

Even though constitutionally Secretaries, Chief Secretary are much more powerful and responsible for state affairs, but Chief Minister Biplab Deb has ordered secretaries not to move their hands while talking to the Chief Minister, Deputy Chief Minister, Ministers.

Controversy has hit since a notification was published on August 20 by the Tripura Govt No-F1(5)/ PS/SE/2016/686 which says no official can wear jeans in offices and can’t talk keeping pockets in hands while talking to the so called “Ministers”.

Noteworthy, under the Modi Govt in Tripura BJP, RSS leaders can sit in Govt programmes, they accompanied Chief Minister on the first day of his charge-taking as the Chief Minister, BJP-Mahmantri Pratima Bhowmik used Govt fund for her heli-ride with CM, can violate the sports dept programmes with her unexpected presence, but when it comes about officers dress and code then all pressures are being imposed also by 'notification', indeed first ever in Indian history. 

Questions are being raised, if secretaries can not wear jeans, how Ministers are allowed to go with their pajama, trouser and saffron clothes ?

A voted person for 5 years, who begs votes from door to door, touches public's feet and without a single exam or test, they become Ministers just with connections, recommendations and bootlicking the central leaders; when once get the chair they start to cherish all unfulfilled dreams which they could not did with talents !

Govt employees vote banks mattered a huge for BJP to unseat CPI-M, but since the chair was shifted to BJP Govt for 5 years instead of providing them 7th pay commission one after one anti-employees decisions have been taken.

However, in democracy as nothing is absolute, so power factor is contradiction, but doesn’t qualify a 5 years Minister to overrule the officers with such notifications. Formal, gentle, verbal instructions or requests are enough.

According to law if a Dept Secretary implements laws without permission from Ministers, then also it will not be wrong in anyway and one IAS officer is more powerful than his Minister in his own chair.
