Manik Sarkar's 'Central Fund' addiction to fuel CPI-M's cash reserve : CM's Indo-Bangla border visit pitches for hefty amounts from Centre for ‘drainage upgradation’ (?)

AGARTALA, Sep 9 (TIWN): 2017 Agartala mass flooding is purely a CPI-M Govt's creation alongwith remote controlled AMC as covering city's drainage systems, cloggings turned Agartala roads into drains. In 24 years of CPI-M regime, Chief Minister Manik Sarkar couldn’t visit to check the drainage system at Border areas, but when election is knocking the door the Chief Minister has alone visited Katakhal to ‘improve’ the drainage system in the city. With CM’s visit now its all clear that the ongoing Agartala flood was not out of the ‘record breaking’ rain of the year but it was due to the AMC’s negligence, corruption throughout the year. CM on Saturday had visited at Akhaura border and inspected various places at there. CM also asked the Chief Secretary and other officials to find out ‘what is needed’ but to ‘solve the issues’.

In the name of flood hefty amounts are being sanctioned from the centre but now more funds will come for drainage upgradation just as 120 crores drainage project that was said as utilized but without ‘benefits’ to the public.

Chief Minister Manik Sarkar on Aug-12 has visited the flood affected areas at Agartala on the 2nd day of flood. PWD & Revenue Minister Badal Choudhury also accompanied Sarkar during his visit at Dasamighat, Chandrapur, Baldakahal, Katakhal areas. On that time flood compensation would raise high up as Chief Minister himself had to hire a bus to reach secretariat.

However, visit of CM was excellent but will result come at all ? A Big Q-Mark here !!

Instead of diminishing the water logging problem, per monsoon the situation is turning critical as the rain water had paralyzed capital city Agartala.

During the Budget counter speech held on June 30, 2016, AMC Mayor Prafullajit Sinha placed vivid explanation about the expenditure from 2015 to 2016 and also placed the budget for the year 2016-17. During the budget counter speech he talked about various projects ongoing and also completed project among which Mayor claimed about the almost completion of JNNURM’s (Jawharlal Nehru Urban Development Mission) Rs. 102.22 crores, which was sanctioned for Storm Water Drainage system.

But in reality there is no sign of proper drainage yet arranged in Agartala city. With a few splash of rain the city dupes into water and water logging till waist, is very common for Agartala City.

Whereas West Bengal, Andra Pradesh, Gujrat, Maharasthra have completed the project long back in the year 2012, Tripura is suffering from water logging condition after every rain-splash.

But surprisingly, in AMC Budget it has been shown that in the year 2015-16 the work has been completed almost.
