Manik-Tapan's blue print to curb the freedom of grant-in-aided schools, State Govt wants to have full political control over grant-in-aided schools ? Employees gearing up to fight legal battle

AGARTALA, July 1 (TIWN): In a heinous attempt Manik Sarkar led CPI-M govt and Tapan Chakraborty led Education(School) Department have come out with a blue print to curb the freedom of the grant-in-aided schools in the state. Recently the Addl Director ofSecondary Education videcNo.F.15(15)-SE/GIA/2016/265-312 dated 5/5/2017 issued a Memo stating that "The Tripura Grant-in-Aid (Government Aided Schools) Rules 2005" has been partially amended. And once this draft amended rules 2017 come to the concerned schools employees were shocked to see the ill motive of the state govt as well as the ruling CPI-M . ln the name of amendment the state govt actually wants to start transfer policy in the Grant-in-Aided schools and more importantly to take away the powers of the Teachers-in-Charge in the name of appointing administrator, of course those who are playing like puppets under CPI-M's instructions. There visible contradictions betwen the proposed draft amended Copy and the existing The Tripura Grant-in-Aid (Government Aided Schools) Rules ,2005 .

 Here is a close look on state govt's cunning plan to curb the freedom of such govt aided private schools :-

  1. In Chapter -I of The Tripura Grant-In-Aid(Govt Aided Schools) Rules 2005 it is clearly stated (Definition - (j) Page 2)- "The HEAD OF THE INSTITUTION means the Headmaster/Headmistress,Assistant Headmaster/Assistant Headmistress or any other teacher holding the charge of the school "

       But in Draft Amended Copy of Tripura Grant-In-Aid (Govt Aided Schools)Rules 2017 the same definition has been changed saying ,"HEAD of the INSTITUTION AND DRAWING AND DISBURSING OFFICER(DDO) means the Headmaster /Headmistress or Asst Headmaster /Asst Headmistress of the concerned Grant-in-Aided School or in absence of the designated Headmaster /Asst Headmaster Grant-in-Aided School , Headmaster /Asst Headmaster of the nearest Government HS/High/SB/Pry.School or Inspector of School or Administrator(Govt Gazetted Officer )of the Grant-in-Aided School as nominated by the Director of Secondary Education , Tripura " (Page 2 j of Definition)

  1. In Page 10 point no 9 (Deputation of teaching and non-teaching employees of Grant-in-Aided Schools) it states ," In case any Grant-in-Aided School is found non-functioning due to dearth of students or any teaching and non-teaching staff found in excess in the school , the Director of Secondary Education shall have the power to withdraw the service of those teaching /non-teaching staff who are found in excess the concerned school and utilize their service on dputation in any Government school or office or any othe Grant-in-Aided School "

Again in DISCIPLINARY MATTERS (para 10,Page No 11 )of the said draft it says as :-

Powers of the Director of Secondary Education (new provision proposed for inclusion ):-

The Director of Secondary Education , Tripura shall have concurrent powers to issue show cause to any employee of Grant-in-Aid School for unauthorized absence , no performance of duty , criminal offence , fraudulent drawal and miss-appropriation of Government grant released by the State Government , or in any other serious matter involving moral issues . The Director of Secondary Education if not satisfied with the reply to show cause , may direct Secretary ,Managing Committee to initiate disciplinary Proceedings against accused employee or to declare dies non for unauthorized absence /non performance of duty .

      But in in the The Tripura Grant-In-Aid (Government Aided Schools) Rules , 2005 it says that the managing committee or administrator of school may issue show cause notice or may even suspend him/her .

      All these modifications indicate clearly indicate that :-

1) In the name of Amendment Draft ruling CPI-M and Manik-Tapan's real purpose is to transfer any employee of such schools if he/she does not act asa puppet of CPI-M .

2) This govt cunningly wants to reduce the power of Teacher In Charges of such schools -so far they have been performing as DDO in absence of designated Headmaster/Headmistress

3) The state govt and ruling party will harass any employee  by sending show cause notices through it trusted Director of School Education in order to break the moral of such employee with a purely vindictive political and malicious intention .

4) This govt prime intention is to curb the freedom of grant-in-aided schools, which are availing  some privileges in running such schools. 

     However, most of the employees of grant-in-aided schools are really very angry with such proposals. Many schools even expressed their views against such amendments. But if the state govt remains firm in its decision , the employees are ready to fight legal battle in the High Court challenging the state govt's decision.
