Tripura Assembly Special Session begins with 7th Pay Commission's debates : Finance Minister says, 'Demanders are irresponsible'

AGARTALA, May 23 (TIWN): On the 1st day of the Assembly Special Session, Tripura Finance Minister Bhanulal Saha failed to give any clear reply to opposition's question on the Pay Commission's implementation status under the review committee formed by Tripura Govt. Opposition MLA Ratan Lal Nath raised question, 'How many days Tripura Pay & Pay Revision needs more to submit the final report on Pay-structure for Tripura Govt Employees ?' In reply, the Finance Minister ended by saying, 'It depends fully on the pay-revision committee'. The opposition MLAs further asked for a fixed date when the report will be submitted, but Bhanula Saha failed to answer anything clearly. However, in addition, the minister said to target BJP, 'Being the leaders, you must acknowledged about the problems we often face, but the people who have demanded 7th pay commission, they have no sense about the state issues'.

Thus however sadly, but from the recent statements given by the Finance Minister in last 3 months it was never clear that the Govt will not at all constitute Pay Commission.This time the govt has not only gone for Pay Revision but also limited the jurisdiction of work of this so-called 3 members Pay Revision Committee.

In its press statement the Govt of Tripura had  announced that the three members committee will comprise :- 1) G K Rao,IAS(Rtd),Retired Chief Secretary as Chairman, 2) Sushil Kumar ,IAS,Principal Secretary,Government of Tripura as member, 3) D Modak,Addl Secretary ,Department of Finance as member.

 The Committee will work on the following key terms and conditions :-

1) Revision of Pay based upon the pay structure of 2009 revision for the employees covered under the State's pay structure which will include State Govt employees, employees of High Court of Tripura and sub-ordinate judiciary , Tripura Legislative Assembly Secretariat, Tripura Public Service Commission, Grant-in-aid schools, employees of Tripura Board of Secondary Education, Constitutional Bodies

2) Consideration of anomalies in pay scales arising out of 2009 revision

3) DA and formula for future payment of DA, taking into account DA presently sanctioned by the state government

4) Fixation formula revision of pay for the existing employees

5) Revision of pensions, other issues related to retirement benefits of State Government employees.

But when the committee will submit its final report, nothing is cleared about it, neither the Finance Minister could answer it properly, blaming further the opposition parties raising demands for Pay-Commission.
