Tripura Govt's Treasury turns cashless ?? Nil investment, corruption policies showing colours after 2 decades of CPI-M's misruling

AGARTALA, March 9 (TIWN): A crisis condition in Tripura Treasury has left the state govt under heavy crisis. The situation has emerged after years and years of embezzlement with Central funds , giving 3 persons jobs with a single person's salary and for the sake of vote banks unnecessary job distribution with the State Govt employees salaries. NIL investment and lack of any Finance Commission also cause of such crisis situation. The condition has turned so critical that sometimes as without passing bill from treasury Govt is giving the salary begging from banks.However, from Jutmil Employees to fixed salary of the employees, the Finance Minister issues the 'Fund Crisis'. Although time to time the central govt were sanctioning the fund, but the state govt due to some unknown reason could not manage govt employees’ salary for December month, 2016.

The salary of employees comes in Tripura at central level scale since the beginning but the govt here invest half of the salary-fund for other purposes (as per the state govt’s claim).All these were ongoing since decades which resulted the condition of today.

It’s worthy to mention here that Tripura finance dept is undergoing heavy crisis since many yrs, either in power dept or in rural development dept; the state govt is failed to clear many unpaid amounts including MGNREGA wages. Till day with the massive embezzlement with MGNREGA funds the govt was running a huge portion of debts, but with the Modi’s Govt’s coming in power slashing of various funds have triggered resentment among the CPI-M govt here, which resulted such a crisis situation.

Not only in Tripura, the condition of CPI-M ruled Kerala is also same. Reportedly, thousands of people were left standing outside treasuries and banks on the first salary-pension day after and the govt there blamed the ‘demonetization’ for the 42 state treasuries remained cashless till noon.

With the decade long deprivations held in Tripura to the govt employees has left the state govt employees half-paid in compare to the Central Govt employees ,with  42 % gap in DA.

For the first time Tripura govt. in 2008 implemented Pay Review commission, whereas the employees were expecting the Pay-Commission’s implementation. But in the name of Pay review till day govt. employees have been deprived in Tripura.

 It took 9 years for grade pay’s introduction in Tripura. Out of 20 PSO for pensioners, Tripura has only 6 out of them which are given to a selective section of employees.

On Oct 19,in a press meet TMC leader Sudip Barman said, “The central Govt’s allocation is very much transparent, then why the state govt is not paying ? The allocated budget is going from salary head to non-salary head and sometimes surrendered. Whereas Central Govt employees will further benefited with 7thPay Commission, but the state govt is keeping the employees under clouds and nothing is clearly told to the employees”.

It’s worthy to mention here that recently Bhanulal Saha has published his interview in national media, where it was much evident that Tripura govt can not implement pay commission due to fund crisis.
