Anti-Cashless Tripura Govt proposed budget focused on Digitalization, E-transaction : claims Tripura as ‘Most important small State in E-Governance’

AGARTALA, Feb 21 (TIWN): Eventhough Tripura Chief Minister Manik Sarkar refused to be in ‘cashless-committee’ of the Central Govt to prove his Anti-Digital mindset but with a surprise an E-friendly budget was placed in the Assembly Budget’s second day, widening the scope of criticism for the oppositions to link CPI-M Govt and BJP Govt. However, for direct beneficiary and E-transaction the state govt gave a special focus, although how far they will fulfilled it’s a matter of question. Secondly, as the Central Govt is exposing various states corruption including Tripura and various threats of CBI inquiry against Chit Fund are on peak, thus a section of intellectuals have alleged that just to please the Central Govt, CPI-M Govt is becoming E-friendly. Earlier also the Govt said that from the new year an E-system to kick off Tripura hospitals. But even though the then CS Y P Singh had announced about it, till day e-transaction has not felicitated IGM, GB Hospitals or any other hospital in Tripura.

In the budget in bold letters it has been written that Tripura is the Most Improved Small State in E Governance. However, the E-Governance can be visible when anyone logins in Govt websites. Nothing is available  and filled with wrong data which has included Rose Valley as an small industry at Bodhjung Nagar.

State Govt also claimed in the budget book, “….Tripura has ranked by the Govt of India as the best State in NE for Ease doing business”.

When much complaints raised by the Centre against the Treasury it has decided to launch E-treasury.

 Bhanulal Saha in this regard said, “During 2017-18, computerized Treasury Operation System will be integrated with E-kuber (Core Banking Solution of RBI) for making direct payment to Payee’s Account.

“It will be further integrated with E-signs of DDOs, Voucher Level Computerization (VLC) of AG (A&G) and PFMS to ensure smooth financial transactions”, Saha added.

“The State Govt has upgraded 4 Sub-Treasuries located at newly opened Dist Head Quarters. One E-treasury has been established for real time monitoring of Govt receipts”, Saha added.

Most importantly, Saha said, “Finance Dept is working to ensure all government receipts and payments are paid and recived through digital move”.

CM Manik Sarkar said in the Assembly that Geo Tracking will be given focus.

But all these are to please the Govt or self motivated it’s to be seen. How far the digital era works out in Tripura it will be examined in coming time.
