Hidden properties, illegal land acquisition, defaulters of immovable property  rampant in Tripura : Centre asked states to implement Real Estate Act, letters sent to Chief Secretary

AGARTALA / NEW DELHI, Jan 20 (TIWN): The property disputes have remained a controversial issue in Tripura under CPI-M regime. Even the Govt has failed to recover the demesne lands which has been kept under Rose Valley Entertainment Park at Amtali. Apart from that hidden properties of CPI-M and other party leaders have paused many works in state Tripura. However, Union Housing and Urban Poverty Alleviation Minister Venkaiah Naidu urged the states and union territories to and implement the Real Estate (Regulation & Development) Act from May this year, as proposed in the legislation,. He made the request at a meeting of Chief Secretaries and senior officials of states and UTs convened by his ministry to discuss implementation of the Real Estate Act.

 "There are some media reports that some states have diluted some provisions of the Act in the Rules notified by them. States do not have such powers and I hope such reports are not true," he said.

 Although the Income Declaration Scheme, 2016 had provided an opportunity to every Indians who have not paid full taxes in the past to come forward and declare the undisclosed income but the response received in Tripura’s Income Tax Dept. are very poor, which raised multiple questions against the State Govt’s role.

"Real Estate Act is one of the most consumer friendly laws passed by the Parliament and states have no power to dilute its provisions. There is lot of hope and expectation from this Act by all the stakeholders," said Naidu, as per the statement.

It was seen that since 1988 there are records of many unauthorized properties and so many undisclosed properties in Tripura, so the Prime Minister has given a last chance to its citizen including other states too to pay the income tax and disclose property within September 30-2016, but the deadline has already crossed.

Apart from that as per MHA (Ministry of Home Affairs) released data, More than 30% officers of Indian Police Service (IPS) and about 15% officers of Indian Administrative Service (IAS) have not disclosed details of their immovable property for the year 2014, according to government data.

34 % land under Rose Valley entertainment park  are of Govt & local tribals, but the park is doing Tax-Free business there. Moreover, nobody knows who is the real owner of the Park.

It has been reported that whereas among 100 Kani 33.14 is khas, the rest 17.5 kani is of tribals, which were taken without giving any compensation to them and ‘Khas’ always means for the government.

However, many famers, households, shop-keepers also lost their lands during various ongoing Govt works, but nobody have got back their lands. In this situation how far Real Estate Act will be implemented in Tripura, it’s questionable.
