AGARTALA, Dec 20 (TIWN) : Tripura Assembly Winter Session-2016 ended without holding any discussion on pay-Commission’s implementation. Its quite evident that, Congress & TMC opposition MLAs were doing all kinds of dramas to help CPI-M. Not only that CPI-M’s hidden hand was quite evident when no important issues were raised by opposition against State Govt.The winter Assembly, which was conducted for only 3 days this time, among them the first day ended with few questions on MLA fund utilization, Depositors’ Interest Bill etc, whereas the second day ended by allover debates on demonetization and to some extent argument over MGNREGA.

On the second day, discussion was held on Demonetization and the 3rd day heated up with Naresh Jamatia issue, after which MLA Sudip Barman snatched the sword of truth from the speaker, which created much chaos at Assembly. But state’s most burning two issues were never discussed which is Pay Commission’s implementation and another is over 7 Lakhs unemployment. 

If the discussion on DA was raised, in the next budget it would remain unhelpful to the govt employees, but no preliminary pressure has been put on the ruling party so far by Manik Sarkar's boo-licking oppostion MLAs..

It was expected that, opposition MLAs suposed to exert pressure on State Govt this time, so that it  would result in a resolution in the next budget, but it didn’t happen.

Although voice against PM Narendra Modi led Central Govt raised, and mockingModi’s move for demonetization Finance Minister held many pleasantries, but he was quite silent about pay commission issue.

It’s worthy to mention here that, whereas Tripura govt neglects the idea of implementing pay commission, on the other hand Assam Govt which came in power just 6 months before after the election result of 19th May, has announced the implementation of pay commission.

Assam government announced that new pay commission is likely to be implemented by April 2017.

The minister said that financial implication for 2017-18 is estimated to be Rs 3,238.28 Crore, of which Rs 2,942.07 Crore is for the revision of salary and pension, including Rs 60 Crore for the additional quantum of pension recommended for pensioners above 80 years of age. State government has constituted a committee to study the various aspects of the 7th pay commission.

State cabinet would examine the same on February.The pay commission has recommended 2.62 times hike in minimum pay prescribed by the 2008 Assam Pay Commission. The commission has recommended that minimum pay will be Rs 15,900.

But for Tripura state govt employees there is no hope.  Even after High court orders to clear 31% DA to the state government employees, Tripura government once again in the last cabinet meeting deprived its employees by giving only mere 4% DA.

 It is to be mentioned here that Tripura High Court has ordered the state govt. to pay 31 % DA unless the govt. here doesn’t take any proper DA system and Pay Commissions implement. High Court Judge Subhashish Talapatra in a divisional bench announced it. Court has ordered to give the 31 % DA since 1/1/2009 to 27/8/2011, in 3 installments. S

o the first instalment will be started from 1/7/2016. By increasing 4 per cent DA for the pensioners and state government employees the difference between the state and central employees still remained at 42%.

Overall Tripura's fate remains hopeless as Assembly conducts turned into chaos rather than any positive outcomes for common people.
