Nine Members GMP Members meet Rajnath demanded more empowerment of TTAADC

NEW DELHI / AGARTALA, Nov 25 (TIWN): A nine member delegation of Tripura Rajya Upajati Ganamukti Parishad(GMP), led by Jitendra Chaudhury, MP and President of the organisation has meet Rajnath Singh, Union Home Minister today afternoon in his North Block Office and submitted a memorandum consisting of 22 point demands. The delegation has apprised the Union Minister that the Government of Tripura, GMP and all other left and democratic forces in Tripura has been thriving for these legitimate demands for long. They have further emphasized that to thwart the design of anti-national and secessionist forces, the befitting answer are the peace, tranquility and development together. The deputation was held very cordially, the Union Minister has heard the delegation very patiently. Shri Singh has admitted that he has received number of communications from the Govt. of Tripura, Tripura MPs, very particularly from Shri Chaudhury, who has raised the issues in the Parliament for number of occasions. Shri Singh has assured the delegation that he will personally examine every aspect of the memorandum related to his Ministry and forward the other demands to the concerned Ministries for their consideration.

22 Point demands are as follows:-

  1. The provisions of 6th Schedule of the Constitution of India is suitably amended in order to empower TTA-ADC to control and manage the land, including the forest, within its jurisdiction. 3(Three) Tire Village Council (District, Intermediate and Village levels) system and Urban Council are introduced in TTA-ADC for effective management of resources and in order to ensure democratic participation of the people. Devolution of fund, function and functionaries are evolved similar to the guidelines of 73rd amendment of the Constitution.
  2. TTA-ADC is included fundamentally for regular allocation of fund and special financial & technical assistances from the NITI Commission.
  3. Kok-Borok, one of the official languages of the State is included in the 8th Schedule by amending the Constitution of India.
  4. One dedicated channel each in AIR and Door Darshan are set up in Tripura for the sake of development and preserving the languages, culture and heritage of tribal communities and other minorities in Tripura.
  5. Minimum Support Price of Minor Forest Produces(MFP) is declared for the benefit of the tribal and forest dwellers.  TTA-ADC is funded with required amount of Share Capital and fund for capital expenditure to build a Co-operative Marketing chain for marketing and optimally utilizing the MFPs and enhancing the livelihood of the forest dwellers.
  6. Considering the backwardness and enhanced cost of commodities in the North Eastern Region the rate of Post Matric Scholarship is revised, at least 50%  in addition to the rate of the mainland. More Boarding Houses are constructed to the tribal Blocks with 100% central subsidy in order to check the drop-outs.
  7. At least 1(one) Ekalavya Model English Medium Residential School is established in each tribal Block of Tripura and NE Region.
  8. 1(One) Sainik School is eastablished in Tripura to help and facilitate the children of the State to mingle with the mainstream from the early stage of their career, and to encourage them in joining the armed forces.
  9. 1(One) multi-disciplined centre of Sports Authority of India is established in Tripura in order to produce the excellences and harnessing the natural talents. Assam Rifle’s Ground situated in the heart of the Agartala City is handed over to the State Government for the purpose of sports and cultural activities.
  10. Immediately fill up all the vacancies meant for ST and SCs lying in the Ministries and different Organizations of the Central Government, through the process of Special Drive. Withdraw the official ban and technical restrictions imposed by the certain Ministries of the Government of India in filling up of the vacancies.                                                                   
  11. To help the Scheduled Tribe Thrift Groups  and individual entrepreneurs, State Schedule Tribe Development Financing Corporation is funded with an amount of Rs. 500.00 Crores of Share Capital and enhancement in regular basis. The limit of collateral is enhanced up to Rs.25.00 lakhs and Rs.100.00 lakhs for the individual and group respectively, with simple interest @ Rs.4.00 per anum.
  12. 50% seats of all Central Government Educational Institutions situated in Tripura have to be earmarked for the students of the State. Admission in the assigned seats is allocated according to the State Reservation formula.
  13. Allocate fund for economic rehabilitation to the forest dwellers, who got pattas under RoFR. The Act should be suitably amended in order to award pattas to the Traditional Forest Dwellers, who are permanently residing in the forest areas prior to 1971.
  14. The objective of MG-NREGA should not be diluted. Minimum wage under MG-NREGA is enhanced to Rs. 300.00 per manday and ensure minimum 200 mandays in a year.
  15. PDS is universalized by providing 35 kg. of Rice/Atta per month per Card, @ Rs.2.00 per kilo and introduce all kinds of essential commodities consumed by the household.
  16. Immediately withdraw all anti-people and anti-tribal GOs issued by the MoEF & Climate Change during the recent period in order to divert forest land in favor of the Corporate and Super Rich by subverting the norms of Gram Sabha and certain provisions of PESA and 5th Schedule.
  17. Allocate minimum 10 p.c. of Central Plan Allocation against Tribal Sub-Plan. Bring a legislation making mandatory provision of ST and SC Sub-Plan Allocation & Expenditure in the State and Centre as per the proportion of the ST and SC population.
  18. Immediately release adequate fund for early maintenance, expansion and improvement of all National Highways in Tripura, including NH-44(Dharmanagar to Sabroom), NH-44A (connecting to Mizoram), Kukital to Sabroom –via- Kailashahar, Kamalpur, Khowai, Teliamura and Amarpur.
  19. Immediately commence the construction work of Bridge over river Feni at Sabroom, South Tripura to connect with Ramgarh in Bangladesh and initiate dialogue with Bangladesh Government to connect with Chittagong Port via surface and Rail link.
  20. Revive the NEIIPP and declare a targeted Action Plan under Act East Policy declared the Hon’ble Prime Minister in order to boost industrialization and economy of the North east.
  21. Restore 90:10 funding pattern against all Centrally Sponsored Schemes for the entire North Eastern Region and and sanction a Special Financial Package for Tripura in order to compensate the gap caused due to less allocation out of the recommendations of 13th and 14th Finance Commission.
  22. A legitimate formula is devised for allocating the fund pooled under NLCPR to the NE States. And all projects are completed in time commited under NLCPR.
