AGARTALA, Sep 7 (TIWN): In a shocking development, complaints filed to CBI and High Court by former OSD SIPARD ( Officer on Special Duty, State Institute of Public Administration and Rural Development) B.M.Singha against former SIPARD Director S.K.Panda, who was also former Chief Secretary and present Vice-Chairman of State Skill Development Mission. Based on the official documents and complaints, it is evident that S.K.Panda is involved in multiple irregularities during his stint as Director, SIPARD in 2005-2006, also involved in irregularities as Chief Secretary & Chairman SIPARD. As per the complaints and documents submitted to CBI, S.K.Panda is involved in Rs. 26 lakhs funds misappropriation with SIPARD dining hall constructions. Later Panda after becoming Chief Secretary accused of misusing his position by accepting bribes, gold chain from R.C.M. Reddy (retd IAS) of IL&FS so that IL&FS are given huge business deals to provide training at SIPARD. S.K.Panda’s corruption is exposed by SIPARD OSD B.M.Singha, who is known as honest and upright official. CM Manik Sarkar's penchant for corrupt officials have no bounds even after Manik's close aide Bimal Chakraborty went to jail for involvement in multi-crore MGNREGA scam.

Troubled by the lack of confidant and pet IAS officers in the state bureaucracy who would have no problem in taking directions under his regime, Tripura Chief Minister is very much hopeful to improve upon the situation by bringing back his favorite S.K.Pands as Vice Chairman of Skill Development Mission.

Apart from Panda, Manik Sarkar appinted CBI chargesheeted IPS officer K.Nagraj as DGP and nationally Hyd-Timer scam tainted IAS officer GSG Ayyangar as Pricipal Secretary.

According to sources in the secretariat, Chief Minister Manik Sarkar is aware of Panda’s multiple irregularities but common interests forced CM to bring back Panda as Vice Chairman of State Skill Development Mission.
