Modi’s ‘Act East’ mission in NE : Assam creates single window clearance to boost investment; Tripura lacks investments due to apathy of CM Manik, unemployment soars 4th highest in nation

AGARTALA / GUWAHATI, June 12 (TIWN): Tripura Govt's apathy towards inviting investments, failure to boost economy continues as State recorded 4th highest unemployment in nation. Neighboring Assam under the new BJP Govt started it work of inviting investments at rapid pace immediately after taking over charge. Assam government has set up a single window clearance system at all district headquarters to help potential investors and to eradicate corruption, state Industry and Commerce Minister Chandra Mohan Patowary said on Saturday.Addressing newspersons at the Assam capital complex in Dispur, Patowary said that this single window clearance system will enable potential investors to apply online for all the clearance certificates and no objection certificates.

Patowary, who was addressing his first press conference after taking oath as Industry and Commerce Minister two weeks ago, said the new government has introduced the Assam Ease of Doing Business Bill 2016 in the House on June 3 this year, which was passed subsequently. 

 "The Bill envisages to constitute an Assam Bureau of Investment Promotion (ABIP) and creation of a single window clearance to boost investment in the state," he said.

"The government has also taken steps to create a land bank with government surplus land within 100 days which will help in consideration of investment proposals from potential investors," Patowary said, adding that the government will also request the state revenue and public enterprise departments to hand over unused lands to the industry department so that the government can actively consider investment proposals.

He said that at present the state has only 2,107 bighas of such land.

"It is noticed that getting clearances or licenses or no objection certificates from different government departments is not an easy task. It is seen that for setting up of an industry, almost 70 applications have to be submitted to 21 government departments," he said, adding that the new government wants to ease the process for all investors.

Asked about the existing North East Industry and Investment Promotion Policy (NEIIPP), 2007, the minister said that while the existing NEIIPP will continue till 2017, the government might consider certain amendments in the existing policy to encourage further investment in the state as per its requirement.

Patowary said the government has already formed a committee to study the status of the closed industrial units and that efforts will be on to revive them considering their viability and feasibility. "We might think of reviving the closed industrial units in the state by considering private and Public-Private-Partnership (PPP) mode in due course of time," he added.

Tripura’s massive unemployment developed as serious problem as 7 Lakhs unemployed youths have no place to search jobs other than enrolling names as CPI-M cadres in party offices.

With the increase in number of pass out students, the number of unemployed is also spiked high as Tripura ranked 4th highest employment in country. According to the recent Govt data released the total number of unemployed youths nearly 7 Lakhs.

Tripura’s lameduck Chief Minister acting like a dictator due to 22 years CPI-M rule, as CM is least bothered about the fates of 7 Lakhs youths so Manik Sarkar has chosen to appoint a retired tainted IAS officer S.K.Panda to head all important ‘National Skill Development Mission’.

Manik Sarkar quite successfully turned Modi Govt’s noble mission of ‘national skill development’ by appointing useless tainted officers so that Tripura’s unemployment problem spikes further high. As of 31st January 2016 data released by Tripura Govt, total number of unemployed youths remain at 7 lakhs approx.

 ( 3.75 Lakhs educated unemployed and 3.16 Lakhs uneducated unemployed).  

As per National statistics of 2015,  the maximum unemployment was found per 1000 persons in Sikkim at 158 persons, followed by Arunachal Pradesh at 140, Kerala at 118, Tripura at 116 and Goa at 106, as per survey report.

Unemployment was lowest in Gujarat at 12, followed by Karnataka at 18, Maharashtra at 28, UT Chandigarh at 28, Madhya Pradesh at 29 and Telangana at 33.

Tripura’s total number of unemployed youths stand near 7 Lakhs approx  (691,396)

Total unemployed in the State = 691,396

Meanwhile, the latest report of the Employment Exchange, Government of Tripura shows that till January 31st,2016,  691,396 persons were unemployed.

Due to CPI-M Govt’s visionless policies, lack of planning, lack of private sector industries, nepotism and rampant corruption in Government Departments, alarming rise of unemployment in Tripura, which shows the lack of progress in 22 years rule.
