AGARTALA, April 29 (TIWN): Since the letter from the Joint Secretary , Union Ministry of Rural Development Department, Aparajita Sarengi addressed to Principal Secretry of R D Department , Gov't of Tripura G S G Ayyangar regarding the curtailment of MGNREGA funds until the works taken up during the year 2015-16 are completed, Chief Minister Manik Sarkar and his partymen are blaming the Centre for curtailing the MGNREGA funds to Tripura. These are nothing but deliberate lies being told by CM Manik Sarkar to MP Jitendra Choudhury as well as top leaders of CPI-M and Left Front in Tripura. Actually back in January 2016 Principal Secretary of R D Department G S G Ayyangar wrote a letter to all the DMs ( 4/1/216) revealing the gross failure in implementing the MGNREGA scheme properly. And to suppress the fact all leaders and some of Gov't officials too making false claim of huge success in MGNREGA scheme. In his letter written to all the DMs, Ayyangar categorically mentioned that during the Financial Year 2014-15 number of works started was 128657 while the number of works completed was 118379 .

Again during the FY 2015-16 number of works started was 107661 while the number of works completed 25013 and it is a clear indication that the state has failed to perform as per expectation because Union Ministry of RD is now insisting for 100% of work completion under MGNREGA .

Now have a look on the points mentions by the Joint Secretary of R D , Gov't of India in her letter addressed to G S G Ayyangar, Aparajita Sarengi in her letter vide no D.O.No.F.J-11017/41/2012-MGNREGA(UN)(Part) dated 10.03.2016 mentioned ," ... ... in current FY 2015-16, the work completion rate under MGNREGA is only 36.4% ."

Aparajita Sarangi also mentioned that Para 10 of Schedule -1 of MGNREGA reads that "  while opening works in the public works category , it shall be ensured that the ongoing or incomplete works should be completed first . "

In this letter she reminded the state gov't to ensure the following points :

1) Issuance of completion certificate and entry in the MIS for 16599 number of works on which expenditure has made been made equal to or greater than the sanctioned amount .

2) Completion and issuance of completion certificate for 23331 number of works which were started in 2014-15 and before .

 Narendra Modi led BJP Govt at Centre has never curtailed MGNREGA funds to Tripura.

Rather Aparajita Sarengi reminded the state saying ," The Ministry will review actions on all the points listed above on 1st June 2016  " and this is an indication that Centre will allocate funds but first of all it needs to be ensured that implementation of the works started must be completed as per MGNREGA guidelines .

But purely with a political motive, CPI-M party led by Manik Sarkar is putting the blame upon the Centre that it has curtailed MGNREGA funds .

In many rallies organized by the party in different parts of the state CPI-M leaders made such allegations with an object to befool the common mass including their party supporters. 

Even MP Jitendra Chaudhury recently raised the issue of DoNER ministry's deprivation against NE states in development works especially in MGNREGA in the Parliament during the budget session.

But the fact is Ayyangar himself has exposed the truth of failure of Tripura in MGNREGA. On 4th January 2016 Ayyangar cited ," I would request to personally look into the matter and ensure all works taken up during 2014-15 are declared in the MIS as 100% complete by 15th January 2016 and by the end of 25th January 2015( actually it will be 2016) at least 90% works taken up during 2015-16 declared as ' Completed' and reflected in the MIS . "

This is certainly another attempt of encouraging corruption by tainted Ayyangar in MGNREGA . Because as of 4th January 2016 the rate of completion of works under MGNREGA during 2014-15 was very poor and only a ghost can ensure 100% of work completion. Again in 2015-16 also it will be a gross violation of the guidelines to declare 90% of works as completed and be reflected in MIS.

Quite interestingly followed by his example DM Gomati Sonal Goel is campaigning false propaganda of success in MGNREGA claiming  Gomati District tops in MGNREGA implementation through her Facebook fan page ' Sonal Goel IAS Fan Club '.

But from Ayyangar's letter it is clear that during the FY 2014-15 completion rate of MGNREGA works was 93.45% while Dhalai District had 95.55% and South Tripura District had 95.26% leaving Gomati District in the 3rd spot in 2014-15 .

Again during the FY 2015-16( as mentioned by Ayyangar in his letter dated 4th January 2016) the completion rate of works started was 25.37% in Gomati District while West District had 47.98% success and Dhalai district had 63.32% .

Thus, DM Gomati Sonal Goel is befooling people of the district through her Facebook page and that too with the blind assistance of a group of her puppet journos - but the fact is Gomati District's MGNREGA  work completion rate is mere 25.37% as per Principal Secretary Ayyangar's letter.
