AGARTALA, April 5 (TIWN): Union RD Ministry’s Joint Secretary Aparajita Sarangi was smart enough to catch GSG Ayyangar and Manik Sarkar’s manipulation of MGNREGA mandays during her official visit to Tripura. So to teach a lesson to Manik Sarkar’s corruption administration after State Govt’s RD Dept reports with vague numbers of total Man-days in a year(2015-16) and achieving one after one awards with for “Highest Man-days” with that Fake reports, the Central RD Ministry has deducted the fund for MGNREGA (for FY 2016-17). However, instead of learning any lesson, the left front party here is crying for the full fund (Rs. 1600/- crores) for RD Dept., which Ayyanagar during his visit had asked the Central Ministry recently to sanction for Tripura.But instead of giving green signal to the demanded fund, Union RD Joint secretary has issued a letter to Ayyangar for wrong doing with the Man-day calculations.

State CPI-M started massive protests and told media that whereas Tripura has been successful always in case of MGNREGA performance why the Modi Govt. has deducted the amount? CPI-M’s protest rally on Tuesday began from the Party office at Melar Math at around 4 pm.

Central govt. till date was blindly sending funds to Tripura, as Tripura was recording nicely with highest Man-days. This time Principal Secretary GSG Ayyangar led State RD Dept planned to receive more funds by achieving 100 % ‘FAKE” Man-days, but the Central Govt. caught the thieves under Manik Sarkar’s regime.

In that letter it’s written that the work which was shown 83.79 % completed, in actual the work has completed only 36.4 %. However, the work should be completed before June, otherwise necessary actions will be taken, (written in the letter). 

When Ayyangar asked for atleast Rs. 1,600/ crores he told the central that this fund would bring sustainable development & arrange livelihood of atleast 30,000 people. This amount would be the full labour-budget.

But unfortunately, Ayyanger’s visit has not been proven fruitful, as central has floored the thief and his master with drastic reduction of funds.

It may be mentioned here that during GSG Ayyangar's last stay in the state, newspaper reports about his involvements in different corruptions were doing the rounds.

During his earlier deputation term on inter-cadre deputation, Dr. Ayyangar, was repatriated to the state over his involvement in the muticrore Hyderabad timers scandal, which rocked the Municipal administration department of Hyderabad. 

Dr GSG Ayyangar was such a corrupt officer that Andhra Pradesh (AP) Govt initiated a vigilance probe, banned him from further service in AP.

The alleged corruption took place while Dr. Ayyangar was working as director, personnel and administration, Singareni Collieries Company Limited. 

Apart from Singareni Collieries scam, Dr. GSG Ayyangar was in the Municipal Corporation of Hyderabad and was reportedly responsible for purchasing the timers used for street lights at an exhobribitant price compared to market rates and allegely pocketed Rs 8 crores. 

An IAS officer of 1987 batch Manipur-Tripura cadre, Dr. GSG was one of the most favoured and confidant officer of Chief Minister Sarkar during his earlier stint in the state.

Dr. Ayyangar had moved to Delhi on deputation in 2009 as Joint Secretary (operations), NATGRID after conducting the Assembly elections in Tripura.

Initially Dr. Ayyangar has been offered with the post of Principal Secretary of three departments Agriculture, Rural Development and Animal Resource Development departments replacing Dr. VK Bahuguna who has been transferred as DG SIPARD through a notification issued on March 30, 2015.

Sources in the Secretariat says that Dr. Ayyangar was promised the Chief Secretary's post once the the term of YP Singh is over in January 2017.

Corruption addicted CM Manik Sarkar's most favored IAS officer GSG Ayyangar is slated to occupy the coveted position of Chief Secretary in January 2017.

So, Tripura can expect another round of massive looting and scams in Govt Departments after Ayyangar assumes charge from January 2017.
