Traffic e-challan launched in Agartala for  first time on  trial run in the entire NE region, Traffic DSP talks to TIWN

AGARTALA, March 29 (TIWN): Traffic challans, those dreaded slips issued by the police to offenders under Motor Vehicles (MV) Act, have partially gone digital in Agartala from Tuesday, a new step in the field of e-governance to ensure the process of issuing fines under various slabs is transparent and hassle-free.Instead of physical challans to charge fines from traffic violators, Tripura police has introduced the e-challan system in the city on a trial run. Talking to TIWN correspondent traffic DSP said that the system is launched for the first in the entire NE region on a trial run basis at Agartala from Tuesday. The initiative is taken to get rid of issuing dreaded slips and to maintain a hassle free system and mainly to provide transparency.However, Traffic DSP further said that it is a very user friendly, digitised and enabled on modern technology which will be able to maintain transparency.The enforcement official will cross-check the details with the database and also get a list of details of different rules and amount of penalty to be slapped in case of a particular violation.

The official has to select the codes of rule violation and the app will calculate the total amount to be penalised. 

The tablet would be connected with another small mobile printer that will print out a copy of the challan containing details of the rules violated, the amount of penalty and details of the vehicle, its owners or driver.

At present the system is launched on a trial basis, the staffs will be given train to use the system without hurdles, and once the staffs as well; the people becomes friendly with the system  the concept of e-challan will take over those dreaded slips of traffic fine, said DSP.

Based on the system, when anyone is caught violating the MV Act, traffic personnel will click photographs of the offender and offence as evidence for future legal action. Then, police will key in the registration number of penalised vehicles in an android-enabled tablet (tab). Once the traffic police personnel ticks the section/s under which fine has to be imposed for a specific offender, the sums will be automatically calculated.

Under the e-challan system, there is a provision of storing data on the server. Once the data regarding collection of fines is stored, it will appear automatically when the same vehicle is again caught in another act of violation," traffic DSP said.

The scheme is expected to be launched in full-fleged manner once it gets familiar with the people as well as the traffic department, we hope that the scheme will be fully operational in tripura," DSP added.

"This will not only reduce corruption in the department, but will also help the police identify repeat traffic offenders," he added.

DSP further claimed that the app will put a check on complaints of over-charging of penalties by enforcement officials as well as make the penalty payment process more convenient for public.
