NLFT militants to shun arms soon after talk likely on August end : Bangladesh forces continue hunting NE insurgent bases

AGARTALA, August 16 (TIWN): After several peace talks finally the NLFT militants in northeastern states of Tripura getting prepared to shun arms and join main stream society. According to the sources the talk with the state government and the Union Ministry regarding the surrender of the militants has been finalised. However, on several conditions the militants accepting the appeal of the government got ready to surrender soon.Guerrillas of the outlawed National Liberation Front of Tripura (NLFT) are keen to surrender and in view of this the last tripartite meeting was held on August 11, where the final stage of discussion was held among the Union Ministry, state government and the NLFT representatives.Saying that some modalities were worked out in the meeting the source added that the meeting was fruitful and positive. A tangible has been emerged in the last meeting from where it can be assumed that the outlawed NLFT militants are keen to surrender very soon.The sources said that the NLFT, led by Biswamohan Debbarma is now planning to move towards surrendering before the state police very shortly on several conditions. The central government had held the tripartite meeting in two phases.

The union home ministry sought the state government's view whereas the Tripura government gave a positive response.

However The National Liberation Front of Tripura (NLFT) would likely to have another tripartite meeting featuring both the Tripura government and the Centre at the end of this month to work out the possible details for their surrender.

The central government has a scheme for the surrender and rehabilitation of militants from the northeastern region since 1998. Under this, a one-time grant of Rs.1.5 lakh, a monthly stipend of Rs.3,500 per militant, and incentives for deposited weapons are given to surrendered extremists.

In 2013-14, a sum of Rs.15.55 crore was released to the northeastern states for payment of stipend to surrendered extremists.

Chief Minister Manik Sarkar had recently said that terrorist outfits of Tripura have camps in Bangladesh, though they have no hideout in the state currently. said during the past two years (2013 and 2014), 12 extremist-related incidents had occurred in the state in which four people were killed, two injured and 18 people abducted. Of the 18 kidnapped people, 16 were released by the rebels.

"There is no militancy related incident so far this year. A significant number of militants have surrendered to the government in the recent past," he added.

The NLFT was formed in March 1989 headed by Biswamohan Debbarma.  Many of the NLFT militants have escaped from their camps in neighbouring Bangladesh and surrendered them before the state government in the past few years.

Members of the National Liberation Front of Tripura (NLFT) and the All Tripura Tiger Force (ATTF) have taken shelter and arms training in clandestine camps in various parts of Bangladesh.

Both outfits, banned in 1997 by the union home ministry, have been demanding secession of Tripura from India. But as most ATTF cadres have surrendered, the group is almost non-existent now.
