Govt. silent probing opposition’s unearthed AGMC audit report, massive irregularity grips Govt. medical college

AGARTALA, August 12 (TIWN): Despite a serious misappropriation of money and massive irregularities at Agartala Government Medical College and Agartala GB Pant Hospital unearthed by the opposition in the recent past the state Left front government sees no odd in it. The government has so far failed to probe the allegation rose against the AGMC through its internal audit report, though Health Minister Badal Chowdhury confirmed that the health directorate had formed a committee to review the audit report. PCC President and Opposition Leader Sudip Roy Barman on July 22 unearthing the multi-crore scam alleged that the preliminary internal audit report on the accounts of the Medical Superintendent at AGMC and GBP Hospital have found serious misappropriation of money for the period from April 1, 2010 to November 30, 2014. However, in view of this the state health directorate had formed a committee to take a stock of the situation and were asked to submit the report with the directorate, but interestingly the committee had so far failed to act accordingly.

Besides, on yet another eye wash being played by the government in this regard, it has been reported that the directorate forming the committee had ultimately made the AGMC authority a nodal agency to review the internal audit.

One can easily assume from here that the same workers had been engaged in reviewing the audit report who are allegedly involved in the massive misappropriation of money which was unearthed in the recent past by the opposition congress.

The health directorate had owned a very wise act policy to erase all the allegations unearthed against the AGMC authorities. It was alleged that leaving no stone unturned the state government has been engaged in corruption at every filed at large which is rampant now.

Earlier talking to the reporters Minister Badal Chowdhury said that the directorate had formed a committee to review the internal audit report and based on their report the government would take necessary steps towards the audit.

Asked about Minister said that the AGMC authorities are engaged to the committee which had ofcourse triggered a massive controversy among a section of people because one managed to get an opportunity now to erase all the allegations rose against them in connection to the internal audit report of the AGMC and the GB pant Hospital.

The audit report also the copy in possession with TIWN, it revealed non preparation of cash analysis and bank reconciliation statement at the end of the month whereas at the end of each month a cash analysis should be prepared in such a way that scheme wise fund left unutilized can be found out easily. But during the scrutiny it was found that cash analysis and bank reconciliation statement was never done on the closing balance at the end of the month.

Congress alleged that the internal audit had revealed a total of Rs. 2 crore 8 lakhs 99 thousands 9 hundred two was misappropriated at AGMC and GBP Hospital.

The internal audit also unearthed that Rs. 7769910 was credited to bank account through 27 nos. Cheque/draft but no entry was found made in the receipts side of the cash book.

During the scrutiny of procurement of dispensing and nursing materials et. In excess of approved rate of Directorate of Health Services, resulting excess payments allowed to suppliers to the tune of Rs. 17.22 lakh, it was revealed that during the period from July 2012 to August 2014 Executive cum Member Secretary, Rogi Kalyan Samity, AGMC and GBP Hospital procured dressing, dispensing and nursing materials, medical X-Ray film etc. From managing director, State Co-Operative Marketing Federation of Tripura Limited at higher rates that the approved rates with procurement of nursing materials.
