Regularization of SSA teachers: Sarba Siksha Teachers Welfare Organisation to file case in the High Court for State Government’s inactive measures and procedures

AGARTALA, May 29 (TIWN): The State Government’s irresponsible behavior in the matter of regularization of teachers of Sarba Siksha Abhiyan had forced the newly constructed organization namely Sarba Siksha Teachers Welfare Organisation to file case in the High Court very soon. The leaders of the organization said that despite several pleas by the teachers, State Government turns a deaf ear to the problem.

The Right to Education initiated the process of regularization of teachers. More than 500 members of the Sarva Siksha Abhiyan Teachers' Welfare Association have demanded for regularization of services. The process of regularization of SSA teachers started more than two years ago. "The secretary approved regularization of SSA teachers on August 26, 2011 and the MHRD; New Delhi directed the education department to regularize SSA teachers in a meeting of the Project Approval Board on March 14, 2011 and February 27, 2012 respectively.

Regularization is also important in the spirit of the Sarva Siksha Abhiyan and Right to Education Act, 2009 which stipulated the teacher-pupil ratio to 1:40 and 1:35 for primary and upper primary classes respectively. This ratio cannot be left to contractual teachers who generally leave the job for regular jobs, 5,000 posts are still vacant in School Education Department.

 In the Right to Education it is stated that, “The State Government on the local authority may be shall notify terms and conditions of service and salary and allowances of teachers in order to create a professional and permanent cadre of teachers. “

Earlier, The Ministry of Human Resource and Development sent a letter to the State Government quoting , “The state should maintain unified teachers cadres and no separate SSA Cadres is permissible as all teachers are ultimately to be borne by the State/ Union Territories.

On the other hand, State Government always blames the Central Government for insufficient flow of funds for these teachers. But Central Government had decided to release the pending money of 77 crore for the year 2015-16. However, the tenure of the teachers for five years in Sarba Siksha Abhiyan was completed. Till now, there are 2443 Post Graduate Teachers and 2389 Graduate teachers.  It is to be mentioned that Tripura government demands working round the clock to provide employment for the unemployed youths of the state. But the scenario is completely reversed.

 In order to save their position, Tripura government is not against introducing unemployment allowances for the unemployed youths of the state and the government will look into the issue if the financial position of the state improves.
