MoRD had identified 15 Blocks as backward Blocks

AGARTALA, May 11 (TIWN): Labour Budget is the number of person-days to be generated in a Gram Panchayat / Village Committee during the Financial Year. The number of person-days is determined on the basis of projected demand by the active job-card holders through Gram Sabha. Say there are 1000 active job-card holders in a GP, then the Labour Budget for the GP will be 1000 x 100 days = 100000 person-days. The projected Labour Budget is accordingly entered into MIS.

The MoRD had identified 15 Blocks as backward Blocks as per the 2011 Census on the basis of backwardness criteria. In these identified 15 backward blocks, out of 58 Blocks, door to door survey was conducted to assess the actual work demand in a financial year as per the decision of the MoRD. Accordingly, on the basis of actual demand the labour budget is prepared. In this case it may exceed even 100 days per household taking into account maximum 150 days entitled works of FRA beneficiaries (Patta holders). In the rest 35 Blocks, the average of the last 3 years’ performance in respect of mandays generation or the projected demand, whichever is lower, has been considered by the MoRD, Government of India.

The Gram Panchayat with the approval of Gram Sabha will prepare shelf of projects at least 2 times of the approved Labour Budget and prioritise the projects to be taken up seasonally.
