Internal Audit of only 5 blocks covered under the financial year 2013-14: State Govt’s initiative to hide face in multicrore scams falls flat

AGARTALA, March 6 (TIWN): The evidence that State Govt. is trying to hide their multicrore scams again came into limelight. In a Statement at the Assembly it is observed that in the year 2013-14, only 5 blocks out of the 58 blocks came under internal audit. Whereas, in the financial year 2011-12, 15 blocks and 2012-13, internal audit of 12 blocks had been done. Manik Sarkar left State Govt had no intention to conduct more internal audits and CM demoted and transferred honest Director of Audit Lalmuna Rokhum to the SIPARD Department after discovery of Rs.51 crore MGNREGA Scam.

But amongst the audit of these blocks, some irregularities observed and based on the special audit the scams of three blocks namely Bishalgarh, Pecharthal, Rupaichari had been conducted. The internal audit report of Bishalgarh RD block exposed misappropriation of government funds of Rs 2, 22, 21,964 without executing works against work orders issued under MGNREGS, PDS, TFC etc, purchase of bricks from suppliers without receiving bricks resulting in non­execution of works, generating man­days of Rs 4, 06, 89, 117 utilized unauthorized funds towards material cost made to other people depriving job card holders etc.

Internal audit report revealed that a total of Rs. 14 crore and 39 lakh at Rupaicherri Block and Rs. 76 crore and 79 lakh were misappropriated at Pecharthal RD Block since April 1, 2012 till March 31 in 2014. 
“The audit report stated that two work orders of Rs. 11.23 lakh and Rs. 18.67 lakh were issued for execution of brick soling work on the same road. As it is not possible to execute same work on the same road which was previously executed, it is suspected that either of the implementing officers had not executed the work and misappropriated Rs. 11.23 lakh or Rs. 18.67 lakh.

However, Government avoids the system of internal audit by the audit department of its own. They are suffering from the anxiety that if the audit is to be done, many hidden truths will be focused.

Therefore they boldly, refuse the matter of audit, though before past few years, vacancies were fulfilled in the department. Chief Minister Manik Sarkar and his close-aid, though neglects the truth of the multicrore scams, but the picture which is revealed says another thing. Though State Government claims that the concerned departments under their tenure are fully corruption free. But the recent data tabled on the Assembly sketched out a total vice versa figure. In a written reply against the question raised by MLA Ratan Lal Nath, Minister­In­Charge of the Home Department, Manik Sarkar, informed about the recent status. Now the question raised by the common people of the State, is that how Government will now cover up their face? At the same time there is no denying of the fact that crores of MGNREGA fund was looted by a section of ruling party leaders and a section of corrupt officials, of course those are in CPI (M)'s good book. Over the last few months through RTI several documents of Internal Audit Reports (IAR) different blocks, Nagar Panchayats and Municipal Councils and other departments of state govt were unearthed.
