Tripura MP Jiten demands the amendment of the 6th schedule provision at  the Parliament for strengthening the power of TTAADC

AGARTALA, March 3 (TIWN): Member of Parliament from Tripura, Jitendra Chowdhury demanded the amendment of 6th schedule provision at Parliament for strengthening the power of TTAADC and its associated Zilla Parishad. Mr. Chowdhury had raised this question in the zero hour and told that the recent prevailing situation lacks in distribution of proper power which is unable to fulfil the people’s demand and wish.

The demand placed by Mr. Chowdhury states that, “I RISE HERE TO MOVE A PROPOSAL FOR CONSIDERATION OF THIS AUGUST HOUSE TO STRENGTHENING THE TRIPURA TRIBAL AREAS AUTONOMOUS COUNCIL (TTA-ADC) AND OTHER SUCH AUTONOMOUS COUNCILS OF NORTH EAST BY AMENDING THE 6TH SCHEDULE PROVISIONS OF THE CONSTITUTION. THAT TTA-ADC AND OTHER COUNCILS BE EQUIPPED AND EMPOWERED TO ACHIEVE THE SACRED OBJECTIVE OF PROTECTING  LAND IN THE HAND OF TARGETTED SECTION OF PEOPLE FROM FURTHER ALIENATION, ENSURE HOLISTIC DEVELOPMENT OF THE AREA/REGION AND ETHNOLOGICAL UPLIFTMENT.
6TH SCHEDULE PROVISION WAS ORIGINALLY MEANT FOR ASSAM PROVINCE ONLY. GRADUALLY IT HAS BEEN EXTENDED TO MEGHALAYA, MIZORAM AND TRIPURA. TRIPURA TRIBAL AREAS AUTONOMOUS DISTRICT COUNCIL (TTA-ADC) HAS COME INTO EXISTENCE INITIALLY UNDER 7TH SCHEDULE IN 1982 AND SUBSEQUENTLY BY FURTHER AMENDMENT OF THE CONSTITUTION UNDER 6TH SCHEDULE IN 1985, FOLLOWING POPULAR DEMOCRATIC MOVEMENT WAGED BY THE TRIBAL AND NON-TRIBAL MASSES OF TRIPURA UNDER THE LEADERSHIP OF CPI(M) AND LEFT FOR COUPLE OF YEARS.
NOW, IN COURSE OF TIME THE PROVISIONS OF 6TH SCHEDULE FOUND TO BE NOT ADEQUATE TO ADDRESS THE ASPIRATIONS OF THE PEOPLE AND COUP UP WITH THE PACE OF DEVELOPMENT. TRIPURA LEGISLATIVE ASSEMBLY AND TTA-ADC HAS ADOPTED RESOLUTIONS UNANIMOUSLY BY REQUESTING THE GOVERNMENT OF INDIA TO TAKE APPROPRIATE INITIATIVE TO AMEND THE CONSTITUTION TO ACCOMMODATE THE PROVISIONS OF THREE TIER PANCHAYAT LIKE STRUCTURES IN TTA-ADC, DEVOLUTION OF CERTAIN POWERS FOR ENSURING HOLISTIC CONTROL OVER LAND, NATURAL RESOURCES, REVENUE AND CHANNELISING FUNDS FROM CENTRAL MINISTRIES/PLANNING COMMISSION. THE PEOPLE OF TRIPURA ARE ALSO OVERWHELMINGLY URGING THE GOVERNMENT OF INDIA TO FURTHER STRENGTHENING TTA-ADC FOR OVERALL DEVELOPMENT OF THE STATE.
MY EARNEST APPEAL TO THE MINISTER OF HOME AFFAIRS PRESENT HERE IN THIS AUGUST HOUSE TO TAKE COGNIZANCE OF THIS CRUDE FACT AND BRING AN COMPREHNSIVE LEGISLATION THAT THE VERY LEGITIMATE DEMAND OF TRIPURA STATE AND ENTIRE NORTH EAST IS ADDRESED. WHICH SHALL HELP CURVE THE SINISTER EFFORT OF REACTIONARY FORCES AND QUARTERS LED BY FOREIGN AGENCIES TO DESTABILISE THE NORTH EAST AND THROTTLE OUR NATIONAL INTEGRATION, ALSO PUT THE PEOPLE OF TTA-ADC AND OTHER AUTONOMOUS COUNCILS ON THE TRACK OF BALANCED DEVELOPMENT."

Further, demand has also being placed that after the amendment of the 6th schedule, like three- tier Panchayat system, the power, control over land and natural resources, revenue and the allocation of Central Government should be settled in a proper way. Basically, the foreign powers tried to dismantle the overall situation which had pressed the necessity of the amendment. Through this the usual rhythm of the Zilla Parishad and TTAADC should be flown in smooth way.

Tripura Tribal Areas Autonomous District Council (TTAADC) Act 1979 was passed by the Indian parliament after a series of democratic movements launched by the Indigenous people of Twipra, under the provision of the 7th scheduled of the Indian constitution. The principle objective behind setting up the Autonomous District Council is to empower the Indigenous people to govern themselves and also to bring all round developments of the backward people so as to protect and preserve their culture, customs and traditions. But it actually came into being from 18th January 1982 and later it was upgraded under the provision of the 6th schedule to the Indian constitution with effect from the 1st April 1985 by the 49th amendment to the constitution of India.
