Kamalpur: Ransom looting made the BEUP scheme unfruitful under Durgachowmuhani R. D. Block: Every construction work turning to be a misuse of public fund

KAMALPUR, Feb 17 (TIWN): Different works under Durgachowmuhani R. D. Block came under scanner for ransom looting. And such looting turned different schemes like BEUP (Bidhayak Elaka Unnayan Project) mere unfruitful expenditure. Mysteriously, the BDO and higher authority remain reluctant to remedy such a situation.

The works in Durgachowmuhani R. D. Block, implemented by JEs (Junior Engineers) and WAs (Work Assistants) always remain matters of concern and works of looting. Different culverts, brick soiling roads etc. has already proved to be falsely implemented. Many such works have been done without proper planning and hence left unutilized. The bridge over Surma chara constructed by costing 47, 00, 000 rupees remained useless as the approach roads on both sides not been made yet. But the implementing engineer submitted the completion report and got the full amount.

More serious embezzlement was done in case of the BEUP project. Many works were shown falsely implemented. Several work orders were issued for the same work. And most importantly, no scanning or supervising was done from the part of the BDO. In 2012-13 an amount of 1, 99, 976 rupees were sanctioned under BADP for constructing an open community hall near the house of Chandra Chatterjee, Halhali Panchayat vide work order no. No. F. 16(1) BDO/DCM/BEUP/2012-13/3904-912 dated 21/01/2014.  In 2014-15 fiscal an amount of 1, 99, 976 rupees were sanctioned for the same work changing the implementing engineer by work order No. F. 16(1)/BDO/DCM/BEUP/2012-13/1012-17 dated 12/06/2014. But no new community hall was set up there yet. Mysteriously, for the maintenance and renovation of old community hall at the same place the BDO issued on 24/12/2014 amounting 2, 80, 559 rupees. This maintenance work was also half done and the implementing got the full amount by submitting the completion report.

Now, the question that gets the pace is that, if such works actually donates to the CPIM party fund as the ruling party remains silent.
