Affect of RMSA scandal ; State govt fails to represent at national level workshop for first time

Agartala, Feb 16 (TIWN): State government for the first time failed to sent any representatives at the Rashtriya Madhiyamik Shiksha Abhiyan (RMSA) national level held at Delhi recently, informed highly placed sources of education department. The four day national level workshop organized every year by Union Ministry of Human Resource Development for evaluating the performance of previous year and future course of action for the new academic year.

According to source, no state representatives could  be sent  as three senior official of RMSA – Biswanath Debbarma, deputy director Ambalika Dutta and additional director Dilip Debbarma  in connection with Rs5-crore-Rashtriya Madhyamik Shiksha Abhiyan (RMSA) scam.  They were suspended based on the statement of the prime accused in the case, RMSA cashier Arnab Chakraborty. After RMSA scandal surfaced  there are report of  total chaos. 
RMSA a  centrally sponsored scheme which was launched in March, 2009 by the Government of India through the Ministry of Human Resource Development (MHRD) with the objective to enhance access to secondary education and to improve its quality. The implementation of the scheme started from 2009-10. The other objectives include improving quality of education imparted at secondary level, removing gender, socio-economic and disability barriers, providing universal access to secondary level education by 2017, i.e., by the end of 12th Five Year Plan. 
Under the RMSA guidelines adequate staff is to be provided for the High Schools which are upgraded from Middle schools. As per the guidelines the upgraded high school must have five master grade teachers, one headmaster and one junior assistant
Under RMSA the newly upgraded High School gets a recurring grant of Rs 70,000 per year to be spent on the purchase of Laboratory equipments, water and electricity, purchase of books, periodicals, magazines for library etc. In addition to it Rs 20,000 is provided for purchase of sports items and Rs 200 to be spent on each student during excursions. The inter-district trips are also to be organized by the local high schools for the students. Under RMSA the school teachers are also taken on exposure trips out of the state.But none of the guidelines are reportedly followed or implemented  by the state government
