Manik prevent University bill to be passed to keep alive the aspiration of his corrupt choice at the cost of Tapan’s dignity

AGARTALA, February 13 (TIWN): When an arrogant and irrational autocrat tends to be logical, it confused commoners on his modus of operandi what exactly happened on Friday in Tripura assembly after Chief Minister Manik Sarkar prevented Maharaja Bir Bikram University Bill 2015 to get passed. Sarkar’s move and action was not only confusing for the members of both treasury bench and opposition, also humiliating for the Education Minister Tapan Chakraborty in the house.This is for the second time; Manik humiliated Tapan openly in assembly without any valid reason. In last year, just a second before the bill regarding protection of medicos and non-medicos in the hospital was open for voting; Sarkar prevented it and had sent it to select committee for modification. The then opposition leader Ratan Lal Nath pointed out that the bill was attempted to protect all wrong doing in the hospital leaving aside the interest of the patients. This time also, when opposition leader Sudip Roy Barman identified several loopholes in the bill and proved it, as a desperate attempt of left front to create another hub for below standard certificate holders of CPI-M cadres and mafias. State government kept everything from appointment of VC to Group-D in it’s control, which will set a bad precedence in the country.

The bill does not retain any conventional autonomy in administration and management of the university rather it has put a complete control of the state government in each and every functioning of the university. 

Moreover, Tripura government does not have sufficient resources, infrastructure and sound manpower to run a separate university. Rather he suggested strengthening the school education system first before setting up state university.

Justifying the demand of separate university, education minister Tapan Chakraborty stated that because of inadequate intake capacity in Tripura University two-third of the graduated students could not get admitted for PG studies in the state.
Chief Minister Manik Sarkar supported the points of opposition and suggested to send the bill to select committee for further discussion and study. He advised education minister to consult other state university rules before it re-introduce in the house in monsoon session.
In investigation, it appears that Manik Sarkar wanted to get delay in starting the university because three of choice for top posts is right now cannot be entertained for different reason.
In fact, the first choice of Manik is a Tripura born tainted Chemistry teacher working in Calcutta University who is a family member of prime accused of Bishalgarh MGNREGA scam Bimal Chakraborty.
He is the only scientist preferred by Tripura government who travel every year 5-8 times in state government’s sponsorship in different science popularization program as his convenient and need. Unless Bimal’s case is settle it is difficult for Manik to bring him into the top post.
Second preferred person, recently retired from Tripura University but there is several complaints including serious corruption charges pending against him. Without getting him clean-chited Manik can’t absorb him in the University in key post.
Third person, another tainted PhD holder (in 10 years) in life science with the help of some project staff in Tripura Science and Technology Council is yet to attain the eligibility to get entry into any top post of University as per UGS norms. To absorb him into the crucial post in University, Manik had illegally recently elevated him into the post of Principal Scientist, yet it could not level to his aspiring post.
In any University, Vice Chancellor, Registrar, Controller of Examination and Finance Officer the key posts in running the institution. But though fourth person has been identified by CPI-M party with the concurrence of Manik Sarkar but three other key posts for the targeted people are not available for the time being.
So for Manik Sarkar, what could be the best option other than sending it to select committee for another six months? Manik Sarkar made opposition happy as well as alive the aspiration of his corrupt gang to be in the university at the cost of the dignity of his cabinet colleague.
