AGARTALA, February 11 (TIWN): Tripura Finance Minister Bhanulal Saha on Wednesday presented a Rs. 14948.92 crore deficit budget with no additional taxes or raise on existing ones. Though it was earlier proposed to be scheduled on yesterday, but due to the sad demise of Ex-Minister and Vice Chairman of Planning Commission, Anil Sarkar it was rescheduled for today. After passing the supplementary budget, Finance Minister Bhanulal Saha presented the budget of 14948. 92 crore, with income of Rs 14759. 74 crore and deficit of Rs 189.18 crore. However, Minister told that this deficit can be overcome by means of better tax compliance, austerity measures and additional resource mobilization.The budget proposal placed on the third day of the ongoing budget session of Tripura legislative assembly projected the state’s own tax revenue at Rs. 1320 crores.The state’s estimated tax revenue registered an average 6.3 percent growth over revised estimate figures of Rs. 1241 crores from the previous financial year.The central fund transfer other than share of central taxes under non plan and grant under plan heads have been anticipated at Rs. 9004 crores in the current budget estimate, Saha said.

Finance Minister Bhanulal Saha said that the deficit of Rs. 189.18 crore would be covered by reducing non-development expenditures, stepping up resource mobilization to increase the state’s own revenue beside more efficient tax enforcement and effective austerity measures.

The budget proposal projected an anticipated revenue receipt Rs. 14759 crores and an anticipated expenditure Rs. 14948.92 cr in 2015-2016. The budget proposal showed an average growth of 20.56 pc over the revised budget estimates of the previous financial year, he added.

The budget projected Rs. 1733 crore gross borrowing including Rs. 910 crore open market borrowing and Rs. 210 crore negotiated loans.

 However, the last year budget was 12404.77 crore and as compared to this year it was increased to 2544.15 percent. The minister tried to uphold the state’s success in rural electrification, use of alternative sources of power and launching the Tripura State Government Housing Scheme (TSGHS) to provide housing assistance to BPL families from 2013-2014 till 2017-2018.     

The proposed budget allocated Rs. 6562 crores under non-plan and Rs. 8386 crores under plan heads.

Business started in the House today with placing of budget and supplementary grants proposal for the previous year’s budget followed by a brief question-answer hour.

A brief discussion was held on the Governor’s speech as part of the day’s business. Speaker adjourned the House later as a mark of respect to departed leader and former 
minister Anil Sarkar, who passed away at AIIMS, New Delhi on Feb 09.

The state assembly would resume business on Feb 19, against the initial schedule of business in the House.

The government announced one-day state holiday on Feb 10 to pay respect to departed veteran Communist leader Anil Sarkar. The budget and supplementary grants proposal was slated to be placed before the House on Feb 10 itself according to initial time-table. 

Two bills including the Maharaja Bir Bikram University Bill, 2015 – a bill for setting up a separate state university in Tripura were placed in the House during the ongoing session.

Few more bills including one for raising salary and allowances payable to members of the state legislative assembly are likely to be placed in the current session, a highly placed source in the department of Parliamentary Affairs said earlier.
The ten days’ assembly session would conclude on March 03 with appropriation of bills and resolutions.
