CM's undemocratic act of signalling Speaker not to fix a date for debate on Multi-Crore Corruption issues raise questions; CM & Speaker to save CM’s most favoured aide scamster Bimal ?

AGARTALA, February 7 (TIWN): Tripura Assembly on Friday remained witness of an extremely undemocratic act of the Chief Minister Manik Sarkar as he practically instructed Speaker Ramendra Debnath through ‘eye-glance sharing ' not to respond to the demands of the opposition MLAs to affix a date for discussion about the massive scams already been unearthed by Media and Audits, especially on the huge looting in different centrally sponsored funds like MGNREGA, NRHM, RMSA and SSA. All were stunned to see the Speaker Ramendra Debnath waiting for the green signal from the CM Manik with his eyes transfixed on the CM before replying to the demand raised by the opposition block on the very first day of the ongoing Budget Session in Tripura Assembly.

This undemocratic act, as many political experts says, is a serious attempt to override the power of the Speaker by violating own limitation as Chief Minister. But one may question why will the Chief Minister act in such way though he himself is a self declared 'Honest & Clean'?

Actually CM Manik knows it very clearly that over the last few months especially from September 2014 a serious question mark had been raised even in the minds of the common mass of Tripura that to some extent CM Manik acted in order to save some corrupt officials especially in the case of BDO Bimal Chakraborty , who is also known to be a Comrade BDO as his brother Amal Chakraborty is the state Secretary of DYFI in Tripura. And not only this Bimal's brother Shyamal Chakraborty (CM”s childhood friend from Udaipur) too is very close to Chief Minister Manik Sarkar.

Manik Sarkar is intelligent enough to guess that if the Speaker indeed fixes up a date for discussion on corruption issues , definitely the Opposition lobby will target the CM Manik Sarkar and one of his most faithful ministers in the Cabinet Bhanu Lal Saha on the massive Rs 51 crore MGNREGA scam in Bishalgarh R D Block. As Bimal Chakraborty is the prime accused in this massive looting intelligent CM knew that allegations will be raised directly against him for showing soft corner towards Bimal Chakraborty.

      It is to be mentioned here that on 19th May 2014 after getting the Internal Audit Report(IAR) of the Bishalgarh R D Block the then Finance Minister Badal Chowdhury asked the R D Department in his Note) to register FIR against BDO and other IOs for malpractice in implementing MGNREGA fund. On the same day the then Chief Secretary Sanjay Kumar Panda too gave a special note on the IAR straight way asking for FIR mentioning it to be ' a serious breach'. But on 23rd May 2014 Finance Ministry was snached away from Badal Chowdhury and it was allocated to CM Manik's loyal Bhanu Lal Saha. after this was published in media the incumbent BDO of Bishalgarh R D Block lodged a case in the Bishalgarh Police Station  (Case No 135/2014) u/s 468/471/420/409/120(b) and u/s 13 of the Prevention of Corruption Act against Bimal Chakraborty and 11 others.

       Meanwhile two separate PILs were submitted in the Tripura High Court by Congress and Trinamool Congress seeking CBI probe in the Bishalgarh R D Block. The court is yet to give its direction on this issue but looking at the judiciary's role in recent days one may assume that the Chief Justice will ask CBI to investigate on this issue too. And once it is done state govt especially Chief Minister's Manik Sarkar's as called honesty and clean image will be seriously ridiculed . Such being the consequences CM might have given taken this undemocratic role. But what will happen of CBI is indeed given the charge to investigate into the factual proof?

       And more importantly CPI(M) party is doing its best to save Manik Sarkar's image, the only poster boy of the party in the country after back to back defeats in West Bengal and Kerala and even in the recent Lok Sabha Poll where the party narroy managed to win only 10 seats. It is no doubt that CM's image too have suffered a serious set back when opposition and media targeted Manik Sarkar. But for Manik Sarkar there is no alternative in Tripura and he too have assumed the status of "All In All". And now in all the political rallies organized by CPI(M) party , announcers are seen to introduce Manik Sarkar as ' Janapriyo Mukhkhamantri (popular CM) as compulsory. And he knows if the issue is granted for debate the opposition will simply target Bimal Chakraborty and CM Manik. 

      Often Manik Sarkar was seen to address official meeting in Bishalgarh saying the officials," You all should take lessons from my Bimal and how he is working." He was so important to him that inspire of receiving the note of Badal Chowdhury , CM actually met the file with him . Manik Sarkar has been in close close with Bimal and his family ever since Bimal and his family used to live in Udaipur as well as CM. When Manik Sarkar became the CM,  he and his party easomy revived the old relation. And even on Friday Manik Sarmar indicated the Speaker not to fix the date for discussion because all knows that though there are several scams, main attraction is for Bishalgarh. And once CBI starts its investigation, many more big heads will come to the light. That's why even the Chief Minister violated and simply made the house ashamed. 

       Reacting to the impact of the to be likely CBI probe a highly placed source in Melarmath said,"Over the years  Manik Sarkar has been very successful in making his own image taking the role of ' Man bigger than the party'. And as such he is being assisted by a group of 'yes Sir' people and even within the party, split has now already started to crop up and may be this is needed for the good of the party.
