Only one opposition MLA raises MGNREGA scams in state level REGA committee: CM reported to remain stringent in committee but no end to corruption means nothing but free hand to crooked bureaucrats like BDO Bimal

AGARTALA, February 1 (TIWN): “As a man in opposition, only I, in the committee, raise the issues where no other ones enquired from Chief Minister about the same and moreover my words are not given any due consideration”, said Birjit Sinha, the Pradesh Congress Committee (PCC) President Birjit Sinha, to TIWN. In this regard, it needs to be mentioned that a state level committee named as State Employment Guarantee Council is there to look after the Rural Employment Guarantee Act (REGA) subject in the state. And it exists in all the states. The task of the committee is policy making and suggesting new ways for generating work, which are not there in the existing Act. “No he is very straightforward and prompt in this regard and urge that action should be taken and he instructs the member of Legislative Assembly too”, said one of the members of the committee (who did not want to be named), while talking to this correspondent, when he was asked what the CM opines when the issue of scams are reported to him.While replying to the question what are the reasons that even after the revelation of one after another scams, a section still dares to commit misdeeds, the member stated: “See such instances you would hardly where not a single amount has been spent and the entire fund has been misappropriated but yes at times the underutilization and inadequate output come across and it is something unwanted”, said the member.

  He further told that sometimes deviations from the guidelines (as you know it is 300 pages long) happen but all deviations should not be reported as misappropriations or scams. “….. But wherever gross irregularities are found you will find actions are taken”, the member further added, who is neither an MLA nor an MP from the ruling party.

The member insisted to make it clear that all deviations are not misappropriations. The REGA works are to be made performed complying with a ration of 60:40, where 60 percent works should relate to unskilled works and 40 percent should be construction based (semi skilled and allied).  

The committee consists of Chief Minister as the Chairman and it more other members and they are Finance Minister Bhanu Lal Saha Health Minister Badal choudhury, Tribal Welfare minister Aghore Debbarma and number of bureaucrats representing the entire state. Besides Member of Parliaments (MPs), Non Governmental Organisations (NGOs), senior citizens and Chairmen of Zila Parishad authorities also form the committee. The committee looks after the fact files of as what works are to be put in place? How mandays should be generated and What resources are to be created?  
Furthermore, TIWN sources reported that an Action Taken Report (ATR) was sent to Government of India by the state Rural Development (RD) department, when Diba Chanra Hrwankhal was PCC President. 
While speaking on the autonomy and active involvement of the aforesaid committee on the staggering corruptions, he said, “The committee can not take up cases Suo Moto but being informed about the scams it reports to the vigilance and other department for taking actions.” The member has also put some lights on the issue of Audit Reports and said that audit observations are not always perfectly done and represented thereto when we observe them as time to time modifications 
(either by state or central authorities), deletion and inclusion of new guidelines are  incorporated from time to time and later on these are diluted, kept apart or left out from the reports, which come out.
