Average mandays generated in REGA low across all districts: RD minister to attend MGNREGA conference in Delhi on Feb 2: Would the scams be reported to Union RD ministry?

AGARTALA, January 29 (TIWN): One of the flagship projects initiated by the UPA regime MGNREGA, has, tragically turned into a crown of thorns for the Manik Sarkar ruled Tripura. Looting and misappropriation of hundreds of crores has already been exposed by media and opposition. Meanwhile RD Minister Naresh Jamatia will visit Delhi on February 2, to attend a national level conference on MGNREGA. TIWN was about to talk to the minister but he could not be contacted. “Yes it seems low but the thing is that the jobs and works were done on demand basis and unless one asks for jobs based on jab card issuance, we can not provide works”, said a senior official of RD department to TIWN, on being asked why the number of average mandays is nowhere near 100. “I really do not know it can be said by the minister, perhaps he would share his experiences apart from submitting state reports and implementation issues”, the official posted in State Secretariat said, when asked to brief the agenda of minister Naresh Jamatia’s visit to Delhi.

Notwithstanding, the authority is still to make justified stand in this regard or book the offenders. Now apart from the ongoing and held scams, if one observes the state of affairs at the ground level as how much actual works (average man days) have been made done, it is nowhere near the stipulated guideline of 100 days. Although, state ministers have taken on the field against the central government about the probable shrinking of MGNREAGA fund, as announced by the National Democratic Allowance (NDA) government, to promulgate its political polarization.

To sketch out a state of affairs of the MGNREGA works across the entire state this correspondent have talked to almost all the District Magistrates (DMs) and Additional District Magistrates (ADMs) of the state to bring pout the ground reality and actual data of MGNREGA works. DM(Gomati) Mrs. Sonel Goyel and DM of North could not be reached.

MGNREGA is such a labour law and social security measure that aims to guarantee the 'right to work'. It aims to ensure livelihood security in rural areas by providing at least 100 days of wage employment in a financial year to every household whose adult members volunteer to do unskilled manual work.

The DM (West) Avishek Sigh has informed within his jurisdiction fifty one mandays have been generated where the Management Information System (MIS) entries of fourty nine days have been posted. “Furthermore we expect to create more 30 to 35 days in the current fiscal”, said Mr. Singh, whose district is reported to do the second best among all the districts as per our available data. When we talked to DM (Dhalai) Dr. Milind Ramteke, he told, “Sixty man days have been made available so far and a total of 45 lakh 44 thousand eight hundred seventy two man days have been created.”The newly created Seepahijala district has been the least performer with 39 days. “We don’t think any fund constraints would be there”, said DM Prashant Goyel. 

The South district has achieved a moderate number of 47.63 mandays with a total generation of 39, 70,000 mandays. Lastly, an average mandays of 48.03 to each household basis in the Unokoti district has been observed. In this regard it should be noted that only two months are left in the current fiscal of 2014-15.
