Scared of 14th Finance Commission ?  State Cabinet likely to increase Grade Pay of employees; Central Pay scale is still a day dream

AGARTALA, December 28 (TIWN): As the14th Finance Commission is all set to approve its draft proposal from the President of India Pranab Mukharjee soon, State govt is learnt to have started to rethink its strategies regarding the pay structure of its govt employees. A highly placed source in the Finance Department told TIWN on Saturday afternoon," It is crystal clear that 14th Finance Commission too won't release funds as per state's baseless demand. Unless the state makes its expenditure committed, 14th Finance Commission too won't consider the extra expenses to be imposed on the state govt due to its negative policies. And all on a sudden the state is on the verge of having another term of acute financial crisis in 14th Finance Commission like the repeat of 13 Finance Commission's tenure". But only Tripura, led by the poorest Chief Minister(?) Manik Sarkar in its Golden Era is having the lowest salary structure in the country. In the name of Deprivation from 13th Finance Commission CPI(M) Govt has deprived the state employees from their deserved financial benefits .

     It is to be mentioned here that Union Finance Minister Arun Jaitley sent the report of 14th Finance Commission for President's approval more than 10 days back. And it is expected that within next few days the President of India Pranab Mujherjee will approve the  final draft of 14th Finance Commission.  During the tenure of 13th Finance Commission all the state govts ( after their initial hesitation even Himachal Pradesh and Assam too) accepted the proposals of the 6th Pay Commission and accordingly the states received additional grant from the 13th Finance Commission. 

Following are the few areas in which state govt employees are now suffering:-

A) Deprivation of an employee every month( only in initial basic):

1) GROUP D Rs 3433/-

2) GROUP C Rs 12882 /-

3) GROUP B Rs 17901/-

4) GROUP A Rs 53320/-

B) Deprivation upon teachers under various categories

1) Under Graduate Teacher- Rs 16744/- per month and yearly Rs 231852 /-

2) Graduate Teacher -      Rs 17665/- per month and yearly Rs 248000/-

3) Post  Graduate Teacher  Rs 15635/- per month and yearly Rs 218412/-

C) Deprivation upon Fixed Pay Employees(when Manik Sarkar became the Chief Minister, LF Govt made it compulsory for its state employees to continue service as fixed pay for 5 years and after this period he will get regular pay scale):

1) UGT/LDC/Work Assistant -              Rs 39.75 lakh

2) Graduate Teacher and its equivalent      Rs 52.5 lakh

3) Post Graduate Teacher and its equivalent   Rs 55 lakh. K

During these five years service as fixed pay the employees are being deprived of 5 yearly increment , GPF benefit and others.

D) At present state govt employees are getting 43% less from the Central Employees only in DA and as a result of it the deprivation on the state employees every month only for DA are as follows:

1) PB-I - Rs 3557/-

2)PB-II -Rs 9350/-

3) PB-III- Rs 13687/-

4) PB-IV- Rs 35720/-

     More importantly Central Govt has set the limit of Final Ceiling of Gratuity upto Rs 10 lakh but in Tripura state govt has fixed the ceiling upto Rs 3.50 lakh. Unfortunately CPI(M)'s employees wings HB Road and almost all its leaders are now playing the role of puppets in the hands of ruling party . It is to be kept in mind that the concluding year of the existing Fiancé Commission's tenure is taken as the base year of the next Finance Commission. And in that case 13th Fiancé Commission's final year will be treated as the base year of 14th Finance Commission. And it means that the expenditure that is made committed in the concluding financial year of earlier Fiancé Commission will be taken into account .  

        Again the Central Govt employees will get revised salary structure from 01/01/2016 as 7th Pay Commission's proposals will come into effect from that day. Already the Projected Pay Structure of the 7th Pay Commission has been published. And according to this projected Pay Structure minimum(the lowest) Entry Pay ( Initial Basic) of a Central Govt Employees is proposed Rs 21000/-. 7th Pay Commission projected the entry level pay using uniform multiplying factor of '3'. . Now from 01/01/2016 the salary differences of a state employee in Tripura and a Central Govt employee will be even bigger.

       After so much discussions the Melarmath boss and Chief Minister Manik Sarkar are learnt to have decided to increase the Grade Pay of the state employees. Melarmath already gave the green signal to state govt and state Cabinet is likely to take decision soon, said a highly placed sources in the state Secreteriet .  The sources also add that even if the Cabinet increases the Grade Pay , it will not be similar to the one with Central govt employees. Rather, it will be much lesser to that. However, it is true that state govt is indeed scared of the consequences of the deprivation of salary likely to impact during the up coming Municipal Election. Thus, not in the interests of the employees but simply due to political interests state govt is almost certain to increase the Grade Pay of the employees. Along with this release of  Dearness Allowances of 5-7% is also likely to be announced by the state Cab it with effect from 01/01/2015, adds TIWN sources.
