AGARTALA, May 24 (TIWN): Congress raised serious doubts over various JUMLA promises and actual fund allocations to implement those promises by Tripura BJP Govt. “It is very astonishing that out of 20 lakh crore of economic package announced by the Prime Minister, only Rs. 4802 crores 88 lakh allotted for Tripura state during the situation of pandemic COVID19,which is only 0.24% of the total share. The lion’s share of this allotted Rs4802 crores package also very much confined with debt related package, not COVID19’.Ex TPCC president and CLP leader Gopal Roy’s Letter to Chief Minister Biplab Deb : In the press meet, our Chief Minister confessed that in maximum cases, state people as well as farmers,fishermen,animal brooder,horticultural farmers,bee keepers,temporary grocermen,unorganized labourers,contractor,migrant labourers may get this benefit for self sufficiency.The complaint has also been raised by the so called MLA that government has purchased lower quality of PPE and all other relevant medical kits earlier – now my simple query what is the reality behind this?

Now have a look on the allotted percentage for the state:

  • Allotment of  15000 people returning back( for 50 days work)                    –  20 crore
  • Free materials for workless (number not mentioned)                                   – 9.25 crore.
  • Fruits/vegetable vendors (9000) @ Rs 10000 each                                         – 9 crore.
  • Small/marginal/medium industry debt (100 MSME)                                       – 10 crore.
  • For footpath grocers (9000)                                                                                  – 9 crore.
  • Phasal bima yojana (4804 nos)                                                                             -- 0.16 lakh.
  • Fishery yojana                                                                                                          – 91 crore 35 lakhs.
  • Combating of animal disease                                                                                 -7 crores 35 lakhs.
  • Animal husbandry infrastructure                                                                         – 24 crores 11lakhs
  • Medicinal plant cultivation                                                                                       –6 crores.
  • Industrial infrastructure                                                                                          –150 crores.
  • Agriculture infrastructure                                                                                       – 50 crores.
  • Micro enterprise                                                                                                       – 10 crores.
  • Bee keeping                                                                                                               – 5 crores.
  • Bearing of 6 month EPF for the employees of private company                     – 5 crore 40 lakhs.
  • Forest                                                                                                                       –21 crores 50 lakhs.
  • Forgiveness in different interest against debt                                                 – 60 crores 50 lakhs.

                                                                                                                             TOTAL 488 CRORE 62 LAKHS.

Now, the question is “Is the budget at par with the allocation?”.

Then where is the balance fund?

 For transparency, it should be published as per balance sheet against the total outlay as announced.

So Chief Minister is requested to publish the allotment in different items before the people of the state more precisely keeping crystal clear transparency along with the expenditure incurred upto the period for the purpose of COVID19 pandemic out of the total allotment.

A huge amount of fund from the different institutions has been received by the CM office as CM relief fund and its a continuous process going on. My utmost urge to CM how much relief fund has already been received and how much of it is spent till date,there is no clear-cut highlight on this.

My humble suggestion to the CM to provide Rs 7500 to all the poors(except the tax payers) in addition to the foodgrains for the future 4 months directly to their accounts for limiting the time interval.For the small and marginal farmers along with MSME industrial holders the allotted money on the above mentioned “forgiveness in different interests against debt” section can be increased upto 2 lakhs for increasing the demand.

Government should immediately think about the enlisted 7 lakhs of unemployed citizens of the state regarding their job even.In the initial stage  of COVID 19, PM announced Rs 15000 crores being the cost of three times fooding for the migrated labours.What was the share of Tripura?It should be highlighted with height of honesty.

Later, Mrs.Nirmalasitharaman , Finance Minister also announced the package in the tune of Rs 11000 crores for 23 states for the migrant labours. Again, why the share of Tripura was hidden?

It has been announced that almost 400000 labours are working outside the state.What the present ruling party accompanied with the long lasted rule of the communist government has achieved?They failed to provide suitable minimum employment for these people that they had no other way but to rush outside for searching means of their livelihood.

My last but not the least submission to CM that for how long the issue of the abducted 10,323 employees will be kept aside without the slightest light of hope.What is their benefit out of this allocation? So urgent focus may be given to the mentioned farmers, MSME holders,enlisted unemployees of the state,migrated labours and the jeopardised 10,323.”
