DWS Minister complains against Delhi's stepmotherly attiude, but CAG report shows inept CPIM Govt fails to spend Central funds

AGARTALA, November 1 (TIWN): "The central government is not providing sufficient funds to support the backward communities of Tripura", said Welfare of Scheduled Caste (SC), Public Works (Drinking Water and Sanitation) and Tourism minister Ratan Bhowmik while speaking in the special awareness cum loan distribution campaign at Lake Chowhumani, here today."We are trying to help the backward communities of Tripura but the Union Government is not helping us", the minister added. However attached CAG report shows that inept Govt of Tripura couldn't spend 28.74% of central fund on social welfare projects during the 2012-13 fiscal. Even though central govt pouring maximum amount of money to State, in addition through Central Govt schemes like RMSA, NHRM, MGNREGA but Manik's Ministers and trusted officials like BDO Bimal only learnt how to siphon off Central money to build their personal fortunes.

Strongly demanding suitable amendment of backward communities, Ratan said the central and state governments must work together to develop the backward communities of Tripura.

The minister further mentioned that what is important for the people is that whether the benefits of the development works have reached them or not. And if the Central Government takes the credit, it is its their duty to provide sufficient funds to the States. After all, the country's exchequer comprises the contribution of each and every citizen. It is the people's money and must be used for the welfare of the people, minister added.

The Centre must come forward in a big way to rescue of the state, which had been agog with numerous and diverse problems of its own, he added.

During the loan distribution campaign several autos and four wheelers were given to the backward people.

CPIM and its Party organs regularly complain about Central Govt's step motherly attitude, lack of commitments, lack of funding to State, however documentary evidence suggests otherwise even though State and CPIM machinery continues slogan of deprivation by Centre. CAG audit report finds failure in utilization of 28.74% of budget allocation for 2012-13 fiscal. Tripura under leadership of Manik Sarkar is not even able to spend the existing Central allocated money for various projects.

Deprivation by Central Govt to Tripura is an absloutely baseless lie as Central Govt showering money in excess to Tripura which Tripura is unable to spend.

In the page no 1 of 257 paged CAG report below, in the Table No: 1.1.1 the report shows that, as per budget a total of 4,970.55 crores of rupees was allotted to 18 departments under SOCIAL SECTOR category. Among them, leaving the Labour Organisaztion and PGP and TRP department, all the 16 departments failed to expense and utilize the budget allocation. In this report, CAG further raises questions on different works implemented by these departments and indicated the loopholes and remedies which will be brought to the readers shortly. In this report, it is clear that among 4,970.55 cores, only 3,541.91 crores are expensed.
