AGARTALA, October 27 (TIWN): TRIPURAINFOWAY.com news published on October 1 highlighting the violation of RMSA guidelines as far as financial matters are concerned seem to have made its impact and that too after almost one month. On October 1 the news was published saying that in spite of specific guidelines from Union HRD Ministry and RMSA no Finance Controller and Audit & Accounts Officer have been appointed by the SED so far. Rather the financial matters are being dealt by a DDO. Surprisingly as per RMSA guidelines there should not be any DDO. Several times officials of the department sent proposals to SED Minister Tapan Chakraborty to approve the file for appointment of Finance Controller (FC) and Accounts & Audit Officer(AAO) . Interestingly Tapan Chakraborty neither approved the file nor gave any reply to the proposals sent to him regarding this issue.

        A top level official in the Department told TIWN," A few months back in a national level review meeting  of RMSA held in New Delhi the representatives of Tripura were asked to clarify as to why no FC and AAO have been appointed by the department and why DDO is dealing with financial matters. The representatives could not give any satisfactory reply on this issue. However, after the publication of RMSA scam and TRIPURAINFOWAY.com's news on this issue, SED Minister was shocked to know that such a confidential matter was leaked in media."
          It is to be mentioned here that after the meeting of Delhi the Director P K Chakraborty was advised by the other officials of SED to appoint Siladitya Bhowmik, who is the FC of Sarva Siksha Abhiyan(SSA) , on a monthly fixed salary of Rs 8000/-. But hearing this SED Minister Tapan Chakraborty sent a special note to Director categorically using the word 'SPEAK' and immediately asked Director to cancel the appointment of Siladitya Bhowmik as FC in RMSA. This message was carried by a UDC, attached to the Minister, namely Chandan Chajraborty, a high level H B  leader and closed to Melarmath. 
           Now scared with the consequences of PIL to be submitted by Congress in the High Court on 27th October, SED Minister seems to have awaken from his sleep and instructed the officials to appoint Finance Controller and Audit & Accounts Officer immediately. But what still remains a mystery is the unwillingness of Tapan Chakraborty in appointing them earlier. Even with in the department a majority of officials want that Congress should also file the PIL against RMSA scam of Rs 5 crore though many say it will cross more than 10 to 15 crore if CBI takes charge.
