CM-Health Dept meeting : Resolutions, plans to upgrade GB hospital discussed

AGARTALA, July 18 (TIWN): Tripura Chief Minister Biplab Deb has chaired a meeting with Health Dept officials regardless Health Secretary, Health, MD, NHM, DHS, DFWPM, Medical Superintendents of GBP/ AGMC, IGM, Cancer Hospital and HoD of various disciplines of AGMC.

In the meeting shocking revelations came out regarding dues. After the meeting they came up with certain resolutions. It is emphasized that there is a delay in sub-allocation of fund and suggested that the fund may be collected directly from FD to GB/ AGMC hospital.

Here are all details about highlights about GB.

  1. There is urgent need for provision of special fund to clear the outstanding dues towards payment to various goods and service providers. Till May 19 the outstanding dues stand Rs. 15 crores, excluding pending bills of PWD, TSECL etc. MS, GBP stated that the projected expenditure for 2019-20 is Rs. 27 crores, whereas sanctioned amount is only Rs. 20 crores, for which he sought additional sanction of Rs. 17 corores,
  2. The outstanding dues under dialysis is Rs. 70 lakhs. This needs to be settled urgently with help of Finance dept. So, there is pressing need to settle the outstanding dues of contractual security and sanitary services.
  3. Since AGMC and GBP hospital complex is a huge complex, it becomes difficult to address multi-dimensional engineering issues through various subdivisions of PWD and it is suggested that engineering subdivision for all wing of PWD may be created within the complex with adequate technical staffs having sufficient delegation of powers.
  4. GBP hospital houses a number of high and biomedical equipment in order and in order to ensure good maintenance service and a Biomedical Engineering win may be established in the complex,
  5. There is no stand-by transformer in the complex and in each 15 days there are some crisis. This issue needs to be addressed quickly and 3rd party technical assessment may be taken up for all generators  and transformer as peacemeal AMC services is not sufficient to cope up the demand.
  6. The annual fund projection by PWD for petty maintenance work under civil / internal electrical Rs. 2 crore and Rs. 1 crore respectively. The same may be incorporated in the BE/RE 2019-2020. There is delay in getting sanction of DHS and one JE of Civil Mechanical, Internal Electrical, DWS may be deputed under the disposal of medical Supt for undertaking various emergency maintenance work.
