AGARTALA, October 7 (TIWN): Five files regarding the Special Interim Audit Report(IAR) about the MGNREGA scam involving more than Rs 17 crore were submitted to Chief Minister Manik Sarkar. The IAR suggested that Comrade BDO Bimal Chakraborty is the prime accused and soon after getting the IAR Chief Minister, who is the only so-called 'Mr White' in the CPI(M), Manik Sarkar has submerged the IAR and instead of doing any action against Bimal Chakraborty, the then BDO Bishalgarh R D Block , Manik Sarkar has reshuffled the state cabinet and quite surprisingly Finance Ministry has been taken away from Badal Chowdhury and the Finance Ministry has been gifted to Bhanu Lal Saha, who is also known to be in the CM lobby and also very close to Bimal Chakraborty when he was under Bishalgarh Block, said a top level sources in Memarmath.The sources also said that within seven days of the submission of IAR in the Chief Minister's Office(CMO), Cabinet was reshuffled. That indicates that Chief Minister did not want to take any action against Comrade Bimal Chakraborty.

 The sources further said that rather Bimal Chakraborty was transferred to another Department as the Deputy Director of Information and Cultural Affairs(ICA). Here also clues another mystery that Bhanu Lal Saha became the Minister of ICA. From these facts it is absolutely clear that Chief Minister Manik Sarkar has been giving safeguard to Bimal Chakraborty.

     A top lever Memarmath leader told TIWN on Monday," All the five files of IAR are now in CMO. But none dares to take any step against the then BDO as CMO is learnt to be protecting him. It was when Badal Chowdhury was in charge of Finance Ministry, a group of CPI(M) leaders lodged written complaints in the Finance Ministry giving some authentic information about Bimal's involvement in MGNREGA scam of more than Rs 17 crore. Soon after getting the complaints, Badal Chowdhury made a special audit in Bishalgarh R D Block. But when the audit reports came, instructions were sent from CMO to submit all the reports to Chief Minister.

Accordingly, all the five files were immediately sent to CMO and within a week Finance Ministry was taken away from Badal Chowdhury ."

Now the questions that arise from this episode are:-

1) Is Badal Chowdhury was made victim of malicious attitude from a section of Melarmath,especially from CM lobby?

2) Why didn't the so-called 'Clean' CM take any action against Bimal Chakraborty?

3) Why is Home Ministry not sincere about MGNREGA scam like it did in the RMSA scam against Arnab Chakraborty?

4) In the RMSA case already four officials have been suspended but in MGNREGA scam why is Bimal Chakraborty still safe, under protective cover ?

5) Officer In charge of Bishalgarh Police Station Kanti Lal Baidya spoke to Bimal Chakraborty over phone. But still no attempt of arrest is being made against him. Is Home Ministry not willing to take any action against the accused, who is very close to Manik Sarkar and a major section of Melarmath?

6) Why has no arrest warrant issued against Bimal or any suspension order issued against Bimal for his involvement in such multi-crore MGNREGA scam?

     According to a top level TIWN source in Melarnath, " Soon after BDO Bishalgarh R D Block lodged an FIR against Bimal Chakraborty, two brothers of Bimal Chakraborty( alleged to be Shymal Chakraborty and DYFI state secretary Amal Chakraborty) met Chief Minister Manik Sarkar. In that meeting both the brothers told CM that Bimal is innocent and IAR is a fabricated report made with a malicious intention to defame Bimal and his family. And Chief Minister too assured both Shyamal and Amal that police won't take any action. CM also assured that he will personally look into the matter."

     It is to be mentioned that Shyamal Chakraborty and Manik Sarkar are bossom friends even since they were reading in Udaipur Ramesh H S School. Both Shyamal Chakraborty, his younger brother  Bimal Chkrborty and the entire family are very close to Chief Minister Manik Sarkar. It is also learnt that Bimal played a crucial role in the publication of Chief Minister's book 'Atit Diner Smriti Katha' and also in selling the book as well to his subordinate officials. Not only that, Bimal Chakraborty translated then Chief Secretary S.K.Panda’s book 1+1=11 into Bengali. Bimal Chakraborty was appointed as Panchayat Extension Officer in MataBari Block way back in 1996 and his elder brother Kamal Chakraborty too got TPS job( now Commandant of 11BN TSR). And behind Amal Chakraborty's assignment as DYFI state Secretary Manik Sarkar was the decision maker. Thus, police won't dare to touch such an influential official like Bimal Chakraborty.

     Rightly a top level police officer told TIWN," Scams after scams are being conducted by some officials, who are very close to Mekarmath and some of the ministers of state cabinet. And police can't take any proper step against them unless Home Ministry gives police free hand. Unfortunately police are doing as per instructions given from higher officials but still they are blamed quite often for doing nothing."
