AGARTALA, Dec 28 (TIWN): BJP led State Govt has passed an ordinance to introduce Higher Education Council according to Rashtriya Uchchatar Shiksha Abhiyan (RUSA).

Within 31st December this committee will be formed to continue undisrupted funding from RUSA, after a cabinet meeting Tripura Law Minister Ratanlal Nath has told media on Thursday evening.

This committee will be headed by Educationists from other states as well as state Tripura.

Ratanlal Nath said, this scheme which started in 2013 couldn’t be implemented by the previous Govt (CPI-M Govt) and a result funding from RUSA can be slashed. Thus, without delaying within 31st December, 2018 this committee will be formed.

“We, the new Govt (BJP Govt) has always given priority to the Education system and this will be a part of uplifting Education system at national level”, Nath told media.

Ratanlal Nath also mentioned, Tripura will not follow other states model while implementing it bbut it will be unique model whereas forming the committee will be totally under RUSA guidelines. Other 21 states have already implemented it.

Rashtriya Uchchatar Shiksha Abhiyan (RUSA) is a Centrally Sponsored Scheme (CSS), launched in 2013 aims at providing strategic funding to eligible state higher educational institutions. The central funding (in the ratio of 60:40 for general category States, 90:10 for special category states and 100% for union territories) would be norm based and outcome dependent. The funding would flow from the central ministry through the state governments/union territories to the State Higher Education Councils before reaching the identified institutions. The funding to states would be made on the basis of critical appraisal of State Higher Education Plans, which would describe each state’s strategy to address issues of equity, access and excellence in higher education.
