Faulty planning of central jail, CAG report finds crores of fruitless expenditure

Agartala, September 17 (TIWN): Faulty planning and arbitrary decision of the state government to abandon the work after completion upto plinth level for recreation hall cum library at the new Central Correctional Home at Bishalgarh resulted in additional useless expenditure of Rs. 1.01 crores, a report of the Comptroller and Auditor General (CAG) of India said.

The state Home Department shifted the Central Jail to a new high-tech facility at Bishalgarh in November, 2013. The facility was officially inaugurated in October.

The new Central Jail has separate wards for male and female prisoners, sanitary facilities, kitchen with dining, central watch tower of 50 ft height alongwith four watch towers at all corners, a 20-bedded hospital, complete sanitary pumbing including internal water supply and sewerage system, perennial external water supply with over-head tanks, internal and external electrification etc. The jail was initially planned with a recreation cum library. Construction of the same was completed till last level when the authorities suddenly decided to drop the idea.

The new Central Jail has accommodation facilities for 1,000 prisoners, Secretary of Home (Prison) Samarjit Bhowmik had said.

On the construction of the new jail facility and shifting of inmates from the old one, the CAG report said that payment was made by the Public Works Department towards land and site development in violation of contractual provisions under turnkey contract for construction of the new correctional home.

The violation of contract cost the government an additional Rs. 1.56 crore, of which Rs. 84.40 lakhs was previously paid to one of the construction agencies appointed for the work, the report said.
