Arrest of Arnab, RMSA 5 Crores Scam : Who are his real patronizers in Govt ?

AGARTALA, September 15 (TIWN): School Education Department Cashier, who is involved in forgery and misappropriation of RMSA fund of more that Rs 5 crore, has been sent to 7 days of police remand. Today police produced Arnab was produced before the court of Chief Judicial Magistrate Sanjit Majumdar. On 14th Sptember Arnab was brought here at Agartala from Kolkata on transit remand by a special Tripura police team. During past few years Arnab Chakraborty has been pocketing the public funds allotted under Rashtriya Madhyamik Siksha Abhiyan (RMSA), without any tracking. Arnab's misdeeds have been fuelled by two of the most influential ministers of state government, reported a highly placed sources. It is most unlikely for a cashier to have committed such a serious monetary irregularity without the involvement of the top notch officials and political personalities.

TRIPURAINFOWAY.com (TIWN) that has been publishing factual news based on truth over the whole episode indicating Arnab, since very beginning. The inputs were obtained by the TIWN from some of the top brasses of State government.

TIWN investigation team learnt from it sources that,  on the signatures of some of the officials, forging which Arnab had drawn money from State Co-Operative Bank's (TSCB) Agartala Branch. As many as 56 cheques were submitted in TSCB but only the signatures of Director P K Chakraborty, Joint Director Manabendra Chakraborty and Deputy Director Ambalika Datta have been proved as fake. Interestingly, a TSCB employee told TIWN over phone:"Only Additional Director D K Debbarma's signatures seem to be original though D. K. Debbarma claimed his signatures to be forged. We are preparing to hand over the cheques to Forensic Experts and finger prints experts for verification." A top level TSCB Bank employee informed TIWN that in the account of School Education Department kept with this bank, D K Debbarma has given four signatures as 'Specimen Signatures'.   

According to a top level ruling party leader, the Accounts Officer Debasish Dam is in charge to maintain all the accounts and payments.  Actually Debasish Dam, a resident of Bhati Abhoynagar area has been made the Accounts Officer as per recommendation of a minister and thus nobody dares to mess with him."Interestingly the recommendation has also been made to the Principal Secretary through Director. Thus, the root of corruption is wide spreaded from political levels.  With an intention to neutralize the issue , Ambalika Datta has been suspended. Furthermore, if Ambalika Datta challenges her suspension order in the High Court ( according to a TIWN source in the School Education Department, a  suspended officer is heading for legal proceedings) in the High Court, Department is sure to receive another hammering.

Arnab's illegal activities were nothing new but open secret to all and to add to that on last July 21, 2014 Additional Director D K Debbarma issued 'Show Cause' notice to Arnab and on last August 5, 2014 Joint Director Manabendra Chakraborty recommended departmental enquiry against Arnab and both the matters were addressed to Director P K Chakraborty. Now, that calls for the issues to be in knowledge of the higher authority viz. Principal Secretary or other senior bureaucrats.

Meanwhile, the 'Show Cause' notice was issued on last August 21, 2014.   But on July 24 night, fire broke out in the Kokborok cell of the School Education Department. Incidentally Arnab is suspected behind this fire break out. An eye witnesses revealed, "Arnab's Chamber was close to Kakbarok Cell and it may be due to darkness he might have broken the window of the Kakbarok Cell (as it was found after the incident) mistakenly instead of the window of his own chamber (located at a distance of only 1.5 ft from the window of Kakrabok Cell) and had thrown the ball of fire from outside." Soon after the fire incident all employees urged to take action against Arnab. Nevertheless, the Director remained silent on this issue. Now another question is raised. Is the Director not interested to take steps against Arnab or the Director has been instructed not to initiate any step against Arnab?

It is to be mentioned that on last August 31, 2014 in a High level State review meeting held in presence of Chief Minister Manik Sarkar, Principal Secretary G K Rajeswar Rao showed a report ," ...from 16/01/2014 to 16/08/2014 , 38 officials were suspended, 93 were pay was held up for 161 employees, 38 employees had enjoyed unauthorized leave and such leave has been treated as ' Dies-non' and Departmental Proceedings (DP) were initiated against 31 were employees." But in the case of Cashier Arnab Chakraborty, same Education Department has done nothing. Does the department want to shield Arnab?    

Its highly expected from Secretary and Director of Education to release Arnab's Attendance sheet to public so that whole Tripura can come to know how an ordinary Government employee can skip office weeks after weeks and engage in land mafia activities in Kolkata and Agartala?
