Finally, with the change in the administration of Tripura, S K Panda was forced to leave for his own state, leaving Tripura forever.  The publicity-hungry corrupt officer, Manik Sarkar's bootlicker, Ex-Chief Secretary S K Panda who was not only enjoying the Skill Development Project Head rank, but since 10323 teachers recruitment scam, to many scams, Panda was involved including RMSA book scam. 

Panda has claimed his leaving was following the insults done by the Chief Minister Biplab Deb.

PANDA's letter : “*I am a law abiding citizen of India and had the opportunity to work for people of Tripura for last four decades with sincerity, love and humility.* However the *new chief minister humiliated me in public for absolute no reason* on

(1)The last *Odisha day FUNCTION ON THE 1st April 2018 by directing the organisers to avoid felicitating me, as the precondition for attending the function. Odiya samaj of Tripura was started by me in 2011, when I was chief secretary for promoting art and culture*(2)Later on the *Skill development function on the 7th April 2018 by directing to delete my name from the advertisement and invitation card, even though, officially in the capacity of chairman of the executive committee, I was number two, after the honble chief minister, in the setup for skill development in the state.* (3) *I tried to meet honble chief minister to find out the reason for the above insulting situatins on the 7th evening in office if honble chief minister . He made me wait for four long hours from 7 to 11p,m but left without meeting me.*

*In my long service career spread over 40 years, I had the privilege of working with stalwart leaders like Shri Nripen Chakrabarty, Shri Biju Patnaik, Shri Atal Behari Bajpayee and Shri Narendra Modi. I have pleasant memory of working with them for public welfare, as a sincere public servant, committed to "The Constitution of India" independent of any alignment with political ideology.*However the *experience with the newly elected Chief Minister, though short, was very different and extremely painful.*Having been *hurt and humiliated by behaviour of honble chief minister , I resigned from my assignment in Tripura and came back to my home in cuttack, odisha on the 13th April*.

Panda was the major root of corruption since his Chief Secretary tenure in Tripura. The 10323 teachers scam, book scam and other major RD scams began under Panda's era. 

After retirement, when Manik Sarkar brought Panda back in Tripura, in the name of Skill Development Panda created fake records of skill-developing and with corrupt media friends he ran the business for years. With Central govt skill development's funds, the media house was paying his own news office or call centre youths in the name of skill-development. 

On that time "call centre works" also managed by SK Panda under "Skill Development" at Lichubagan. 

Panda also didn't attend the last Skill development programme led by CM Biplab Deb at Prgna Bhawan. However, with one of the corrupted officials' resignation from Skill Development Mission, ray of hopes are there that skill development will bring some fruits in coming days.

However noone has sympathy for S.K Panda other than his Lichubagan based puppet corruption partners and CPI-M's corrupt coterie.
