Even after Supreme Court ordered 6th &7th  Pay Commission for Tripura Judicial employees, State Govt stopped salaries : Employees gherao Court

AGARTALA, Feb 22 (TIWN): With a shocking note, employees of Tripura Judicial dept who were facilitated to receive 6th Pay Commission and future-pay commission (7th Pay Commission) by the Supreme Cort, have gheraoed the Dist and Session Judge Court (Agartala) today demanding their pending wages of January month as well as 6th, 7th Pay commission. Talking to media the agitated employees said, "Till day, we haven't received out January month's salaries. What is our fault, when High Court and Supreme Court have directed the state govt to give us salaries as per 6th Pay Commission and Future-Pay Commission ? Even the Finance Dept has notified us to give 6th Pay commission but neither we received salaries according to 6th pay commission nor last January's salaries we got yet. Moreover, our 7th Pay Commission's salaries bill was returned back from the treasury saying No-Fund".

"Today is 22nd February and we have not received last month's salaries. How should we run our families ?", said another employee.

 Noteworthy, on December 20, 2017 following High Court and Supreme Court's order of 2016, against (C) No.617 of 2015 after 1 year Tripura Govt has given a Notification (No-F.3 (2). Fin (PC) / 93 P-III saying that the Judicial employees are now subjected to get at least 6th pay commission as per High Court's order of 30/ 08 / 2016. TIWN has received a document of Office of the Dist and Session Judge through NF-47/ DJ/ S / BLN / 2015-17 / 1912-23 which clearly says, "In pursuance of Notification vide No. F.3 (2). Fin (PC) / 93 P-III issued by the Dept of Finance Govt of Tripura in its order Dated 31. 08. 2016 delivered in WP (C) No. 617 of 2015 and order dated 11.04.2017, arising out of Write Petition (C) No. No.617 of 2015, with partial modification of the Notification of even number dated 10.09.2015, the employees of the subordinate judiciary on regular pay scale shall be entitled to get the benefits under 6th pay commission, subject to the outcome of leave petition".

There are high chances that the employees will get 7th pay commission under Judiciary section in coming days as per the judgment copy's analyzing. The notification was released by Tripura Finance Dept allegedly to stop Chief Secretary Sanjeev Ranjan's  arrest for disobeying HC's order for above one and half year. 

That's what Tripura Finance Dept said in Notification : In view of Direction of High Court of Tripura in its order dated 11.04.2017, arising out of Write Petition (C) No. No.617 of 2015, with partial modification of the Notification of even number dated 10.09.2015, the Governor is pleased to order that the employees of the subordinate judiciary on regular pay scale shall be entitled to get the benefits under 6th pay commission, subject to the outcome of leave petition".

It was signed by Special Secretary to Govt of Tripura N Darlong, issued by the Dept of Finance Govt of  Tripura in its order Dated 31. 08. 2016 delivered in WP (C) No. 617 of 2015 and order dated 11.04.2017, arising out of Write Petition (C) No. No.617 of 2015, with partial modification of the Notification of even number dated 10.09.2015, the employees of the subordinate judiciary on regular pay scale shall be entitled to get the benefits under 6th pay commission, subject to the outcome of leave petition. 

This  notification is likely to raise resentments among the other dept's govt employees. Earlier, a case was won by state govt employees regarding pending DA and HC ordered Tripura Govt to clear all the pending DAs since 2009-11 in 3 installments, but Tripura Govt challenging HC's order went to SC and the case is now at pending at there.

But since months they are not receiving salaries according to 6th pay commission and finally the January month's salary was not given. Later the agitators said that the authority told them by tomorrow they will get their salaries.
