TIWN July 15, 2025

AGARTALA, July 15 (TIWN): Tripura State Electricity Corporation (TSECL) issued a show-cause notice to TDS Management Consultants Pvt. Ltd. Head Office at Mohali, Punjab, subjected, “Show Cause Notice for Average Billing despite Functional Meter - Breach of Contract & Revenue Loss”.
The letter reads :
It has come to the notice of TSECL that the meter reader, entrusted with spot energy billing on proper recording of energy meter reading at the consumer premises under Khowai Electrical Sub-Division, has committed serious dereliction of duty by submitting average consumption data for several consumers despite the fact that the respective meters were functional and recording consumption. Comparative billing data clearly suggests consistent underbilling, which has caused a direct financial loss to Tripura State Electricity Corporation Limited (TSECL).
This act violates the contractual agreement and demonstrates either gross negligence or deliberate misconduct by your meter readers specifically of that particular area. As per the agreement, it is required to:
- Record actual meter readings from functional meters without fail,
- Avoid average billing unless supported by valid justification (meter defect/inaccessibility),
- Ensure no action results in loss of revenue to TSECL.
In view of the above facts, you are hereby directed to show cause within 7 (seven) days from the date of receipt of this notice, stating why penal action should not be taken against you under the provisions of the contract Agreement.
In case of failure to provide a satisfactory reply within the stipulated time, appropriate action shall be taken without any further correspondence.
This is issued with the approval of the Managing Director.
Yours faithfully,
(Er. R. Kr. Roy)
