AGARTALA,, April 26 (TIWN): Reacting over the mask-enforcement and various ongoing steps taken by the administration, SDM Sadar Ashim Saha said that only fining is not the solution as many people can not give fines also due to their poor economic condition.

"Many people don't have the capacity to pay for a challan of Rs. 200. So it is important that distributions are also held......", he said.
