External Affairs Minister S. Jaishankar announced that India would expand avenues for Afghan students to study at Indian universities. This statement came during a high-level meeting with Afghanistan's Foreign Minister Amir Khan Muttaqi, the first such visit since the Taliban took control of Afghanistan in 2021.
Key takeaways from the meeting
- Expansion of visas: A new visa module for Afghan citizens was introduced in April 2025, resulting in a greater number of visas being issued, including for students, medical patients, and businesspeople.
- Continued engagement: The move was part of a larger, cautious re-engagement strategy by India to build trust and increase economic and diplomatic ties with the interim Taliban government.
- Increased student mobility: Jaishankar's specific commitment to expanding student avenues followed a period of restricted visas for Afghans, during which many students were left stranded.
Context of India's visa policy toward Afghanistan
- Post-2021 suspension: India had suspended all visa services for Afghan nationals following the Taliban takeover in August 2021, citing security concerns.
- Emergency visa program: An "e-Emergency X-Misc Visa" was introduced but was granted only in rare cases, primarily to minorities like Afghan Sikhs and Hindus.
- Normalization of visas: The 2025 announcement marks a significant shift back towards a more normalized visa process for a wider range of Afghan citizens.
