State Govt's hide and seek rule with RTE Act amendment Bill may bring severe crisis in Education Dept ; Manik & Tapan playing dirty politics with teachers' fate

AGARTALA , Aug 23 (TIWN): After 10323 terminated teachers state is once again inviting severe crisis the entire Education Department with its heinous and davastating tactics of hiding the truth . Over the years CPI-M govt led by Manik Sarkar has been doing dirty politics in the recruitment of teachers . Education Minister Tapan Chakraborty too is the blind supporter of Manik's shrewd plan . As a result of it 10323 teachers' jobs were terminated by the courts leading to the biggest scam of the state so far . This was happened simply due to the arrogance of CM Manik & Education Minister Tapan Chakraborty as the state violated the NCTE guidelines as was made mandatory by the Right to Education Act 2009 . Once again the state govt is leading the fate of thousands of teachers to a catastrophe caused by the hiding of notification issued to all stateby the Ministry of Human Resource Development Department .

Inadequately qualified teachers, working after enactment of the Right to Education Act, were being given a “last chance” to acquire minimum qualifications by March 2019, said the government on Friday.Moving the Right of Children to Free and Compulsory Education (Amendment) Bill, 2017, in the Lok Sabha on 21st April , Human Resource Development Minister Prakash Javedakar said teachers can get the prescribed qualification using the Swayam portal.

Javadekar said there were about six lakh teachers with inadequate qualifications in the private sector alone. According to the Right of Children to Free and Compulsory Education Act, 2009, which came into force on April 1, 2010, a teacher, who did not possess minimum qualifications, should acquire them in five years.The Act was enacted to provide free and compulsory education to all children between the age of six and 14 years.

The central government has subsequently received requests from states for extension of the period to enable them complete the training process for in-service untrained teachers.
Human Resource Development Minister Prakash Javadekar said the teachers should acquire minimum qualifications by March 2019. “This is the last chance.”


Teachers should register on the Swayam portal and they will also be provided hands-on experience by the respective state governments, he said.

The Right of Children to Free and Compulsory Education (RTE) Act, 2009, mandatesthat all in-service teachers get D.El.Ed training through distance mode or from a recognized teacher training institute.

In a letter to the State government, the Ministry of Human Resource Development (MHRD) stated: It is reiterated that this will be the last chance to acquire the requisite minimum professional qualification. Any teacher in the aforementioned schools, who does not have the minimum qualifications mandated under the RTE Act 2009, will not be allowed to continue in-service beyond April 1, 2019, and the procedure for dismissal shall be initiated against such teachers.

   It is to be mentioned here that in a major relief for lakhs of unqualified teachers, the Lok Sabha on 21st July passed a bill seeking to give 8.5 lakh unqualified teachers another chance to get recognized degrees. These teachers were appointed after implementation of the Right to Education (RTE) law in the year 2010.

The amendment bill gives the teachers the final chance till March, 2019 to get degrees or they may be in danger of losing jobs.

Union human resource development minister Prakash Javadekar further added " Unqualified teachers were recruited when the RTE Act was implemented in 2010. They were given five years to get qualified for their profession.  Still, six lakh private school teachers and 2.5 lakh government school teachers continue to educate without proper qualification ."

           HRD MinisterJavadekar informed ," the recently-launched 'Swayam' portal and HRD ministry's free-to-air DTH channels can help such teachers get educational material.  “Swayam platform is proving to be productive. People are learning through this platform. This platform is being used as study centre,” he added .

The minister said 32 DTH channels are dedicated to 'Swayam' and 'Swayam Prabha'.

He further said that an app has been designed for authentication of attendance of teachers.

The ministry has brought in the bill to insert a new provision in the Act -- which provides for free and compulsory education to all children of 6 to 14 years of age. Under the new provision, "every teacher appointed or in position as on March 31, 2015, who does not possess minimum qualifications... shall acquire such minimum qualifications within a period of four years on and from the date of commencement of the proposed legislation".

According to the new notification of MHRD the following information is imortant :-

  1. The teachers , who do not have 50% marks in HS exam or have no training , can not continue their service after 31st March 2017 if they fail to acquire required qualification or training by 31st March 2017
  2. Online Application for this training and course can be submitted through state govts only from 16th August to 15th September 2017
  3. Details of Online application procedures are given in the website of National Institution of Open Schooling(NIOS ), the largest open schooling system in the world -an autonomous body under MHRD
  4. To register teachers are to go through the details given in the NIOS website www.nios.ac.in or NIOSDlEd's mobile apps( which can be downloaded from Google Play Store )
  5. The fee for 1st year is Rs 4500/-
  6. Materials for self training can be obtained from SWAYAM Portal and SWAYAM PRABHA DTH TV
  7. Teachers, who do not possess 50% marks in HS exam , can apply to NIOS for On Demand Examination to increase their marks

It is to be mentioned here that MHRD 's recent directions to state govts clearly states ," The unqualified teachers in govt/govt aided/private school who fail to enroll o or before 15th September 2017 are liable to face removal/dismissed procedures against them "

But the inefficient and incompetent Education Department of Tripura led by the minister Tapan Chakraborty did not even think to make proper publication of this important notification from the Centre . Not only this , MHRD categorically asked the state govt to upload the number of unqualified teachers and the details of these teachers data in MRHRD website by 21st August . According to TIWN source in Education department no such step has been taken so far . It means that simply due to careless attitude of Manik Sarkar led govt and Tapan Chakraborty led Education Ministry more than 60% in service teachers of primary and upper primary levels are on this risk of losing their jobs .
