Revenue-less Finance Minister sits on mass media training on GST : main features of Law shown as 'Compensation Scheme' & 'Refunding' from Centre under Special-Category

AGARTALA, May 20 (TIWN): Tripura Finance Minister Bhanulal Saha finally sat on mass teaching about GST before the bill will be placed in the Assembly on May-23. But in the media-workshop held on Saturday Bhanulal Saha reminds 5 featured of Laws among which 'Liability of Pay' was the 1st feature stressed by the Minister. As per the law "Liability to pay taxa rises only when the taxable person crosses the exemption threshold. However, the thresholds limitation to be Rs. 20 lakhs (10 lakhs for special category states) that means due to business-losses Tripura industries hardly come under GST including Tripura Govt run various industries too. This question was already raised by opposition MLA Ratan Lal Nath in the GST Workshop held at Pragna Bhawan that as there is no Big Industry and Tripura Govt run industries yet untouched by PPP model will never surpass 10 lakhs of thresholds.

  Now more other Law for GST were given importance as the compensation scheme. Addressing the media Saha mentioned, "GST Council has approved a Bill for compensation to States for revenue loss arising out of introduction of GST in the country". 

Tripura's GDP, revenue almost zero and thus running almost in a ladder with 'special catergory' status. No state govt urged for GST so much that Tripura Govt did to preserve the special category as a Northeast state.

Many times NITI Aayog officials, Ministers attempted to insist Tripura Govt to take initiative for revenue generation with some developments but revenue generation is a matter of far, state govt couldn't utter a word in support of Finance Commission's to set up in state.

State run Jute Mill, Handlooms are on the verge of destruction. In this condition anything happen or not, but the income from losses will be high being a Northeast state.

Eventhough Chief Minister Manik Sarkar in 2016 said that GST will curtail state-power, but what happened that his Finance Minister all of sudden have been busy with GST, whereas state has no revenue income at all. The compensation offer under GST was reportedly the most luxurious option for the state govt to get bills of 'losses' in various field as no income is here, whereas unnecessary taxes on Citizens are generating resentment among the people.

The left front Govt them will also hit the centre for every taxes waxes will be implied on the public. However GST Finance Minister Bhanulal Saha mentioned that the parliament has already passed Integrated GST bill (for international trade) and Central GST bill (for domestic trade) and now the states were asked to passed State GST bill (for local trade) on or before May 31 next. 

Tripura Govt sought full Goods and Services compensation for at least five years from the date of implementation of GST as given to the states in VAT regime.

On May-12 during GST Dissemination workshop held at PargnaBhawan Congress MLA Ratan Lal Nath raised question, why no resource person is chairing the workshop who can ease the GST issues to the public. The MLA further raised question, whereas "Traders with a turnover of less than Rs 10 lakh a year won’t have to register for or pay the goods and service tax (GST), will Tripura in coming day virtually pay any taxes ?"

However, with all these, GST to kick of a new era of debate among state & centre with Tripura's power of being "Special Category's" state.
