AGARTALA, Jan 7 (TIWN): CM Manik Sarkar’s handpicked IPS officer K.Nagraj holds the dubious distinction of India’s only DGP against whom CBI chargesheeted for various corruption in 2005 & 2007. So, what else can be expected when a career corrupt officer like K.Nagraj advocates public on so called ‘risk-management’ rather than focusing on Police Dept’s inept performance. Referring to various fatal traffic accidents, Nagraj said police can not be present all the time in all places and as a part of protection public should learn 'risk-management'. Tripura DGP didn’t even feel to bring some changes in Tripura traffic management even-after the deadly incident held at Amtali on Jan 5, rather he blamed the deceased youths for their reckless driving at Amtali. Local people alleged that both the truck and biker were in competition to overtake each-other and thus the fatal accident happened on January 5.

Reportedly, the accident occurred when a scooty was collided with a huge truck at 2 PM. Debashish Debbarma & Ganguli Debbarma died in that fatal accident. 

“The number of police in compare with the population is very less. So it’s public’s duty how to protect themselves from accidents and other crimes", said Nagraj. "As reckless driving killed the two youths. In the same way due to such negligences other crimes happen in our society”,added Nagraj.

“Although crime management is a very important area, but the Constitution also refers the Citizens to do their duties and they also have some responsibilities to the society”, said Nagraj.

However, citizens must have responsibilities, but the question which Nagraj couldn’t answer till day is ------ why after lodging of FIR, the charge-sheet reels under loose-investigation ?  

On Dec 14, Nagraj  clarifying the reason behind “un-convicted cases” said, conviction rate is low in Tripura but its high at Mizoram, as the local community is there very strong, which ensures the conviction. They follow up with witnesses, but in Tripura it’s seen with the trail the witnesses are vanishing one after one.

Thus it seems that here and there the DGP wants to put all the responsibilities to the citizens, so that police are not blamed. He further referred if a person helps an accident victim, he will not be interrogated by Police after the incident.

Tripura has cited many examples, when due to police negligence people died mercilessly.

On Sep 27, 2016 Agartala City observed how due to lack of preparedness of Fire-Brigade 2 youths died mercilessly there.

A maintenance work was going inside a culvert-tanks in Agartala town, when a boy went inside to the tank but the tank became poisonous as it remained un-opened from months. Although, fire brigade was informed but as fire brigade team was late, his co-mate jumped into the tank to save his friend, but the poisonous gas also attacked him. When Fire Brigade came, the 2nd boy was still alive, but the firemen escaped from the place saying, “It’s not our work”. The name of the deceased are Subham Nama (18) & Mangal Das (26). After 3 hours, NDRF team was informed about the deabodies, as police couldn’t do anything. However, NDRF team within 5 minutes recovered the dead bodies from the poisonous tanker. Angry public gheraoued all officials came to the spot, complaining about Tripura administration's  failure to save the lives of youths.

In that condition who will do the Risk-management ? Neither Govt instructed to use Oxygen-masks, not the Fire-brigade has any preparation with oxygen mask, so that they can go inside.

But when it comes about accident cases, Nagraj says, “In accident cases there is a 25 % decreasing rate and in last 2 years no Extremist threat was found”.

Effective policing and traffic management is missing in Nagraj's era, which is causing spike in traffic accidents, fatal deaths.
